Great Resignation

最近巷では、"Great Resignation"という言葉が聞かれるそうです。

一体、何のことなのでしょうか?


Google’s voluntary work-from-home policy ended on Monday, April 4. Now employees who didn’t apply for an extension or permission to work from home permanently have to come into the office three times a week.

The possible end of the work-from-home era might be fueling the Great Resignation as workers seek out more flexible companies, says psychologist Anthony Klotz, the expert who coined the term. He recently predicted that the Great Resignation could last several more years as workers continue to “sort out” their lives. リモートワークを巡る労使間の対立の話題についてはつい先日も取り上げましたが、パンデミックの収束(果たして収束するのでしょうか!?)に伴って、オフィス勤務を求められる側は、それならば辞めて別の仕事を、と考える人も多いようです。

という訳で、米国では大量の離職者が発生しており、今後もその動きが加速するとも言われています。

"Great Resignation"という言葉は、テキサスA&M大学の教授が用いたのが始まりとされています。


For four months in a row — a third of the year — a record number of Americans quit their jobs.

It's like nothing else we've seen in two decades. So when organizational psychologist Anthony Klotz coined the phrase "the Great Resignation," it resonated across the workforce — and media. He said it took off after he was quoted by Bloomberg Businessweek on how to quit your job.

上に引用した記事は2021年のものです。

この記事では、リモートワークを続けられないから、辞める、ということではなく、パンデミックを機会に、仕事との向き合い方を見直すようになった人が増えた、ということです。

(The) Great〜の言い回しは、"(the) Great Depression"(大恐慌)という言葉を想起させます。

大離職(時代)、とでも訳しましょうか。

日本においてはアメリカ人のように権利を主張する人が少ないからでしょうか、リモートワークが叶わないから離職するというような話はあまり聞きません。

kludgy

記事の引用からどうぞ。

小生はフェースブックよりもツイッターの方に親しみを感じます。当ブログで取り上げるニュース記事もツイッター経由で仕入れることが多いです。

そのツイッターの株をテスラCEOのイーロン・マスク氏が買い増しし、筆頭株主に躍り出たと話題です。

マスク氏がツイッターの経営にどう参画するのか、注目されます。

その件に関する記事の一部なんですが、


kludgy


という見慣れない単語です。

これ、"kludge"という名詞から派生した形容詞だそうですが、"kludge"というのは、


各構成要素が適合していない設計の悪いコンピューターシステム
(研究社新英和大辞典)


だそうです。

ちなみに語源不詳となっていますが、Merriam-Websterによると、ドイツ語のklugから来ているとか。

しかしながら、ドイツ語klugは賢いという意味なので、矛盾するようにも思われますが。

興味深いことにAmerican Heritage Dictionaryによると、


Probably alteration of mid-20th century American military slang kluge, complex device with a simple function, perhaps of imitative origin or perhaps after the Kluge (paper feeder), a piece of printing equipment first manufactured in 1919 by Brandtjen & Kluge, Inc., and reputedly difficult to repair.


とあり、とあるメーカーの印刷機械の名称(その部品が修理困難だったという話!?)に由来する、アメリカ英語のスラングという説明です。

ツイッターの操作性に特に不満はありませんが、偶々聴いていたラジオのニュースでは、投稿内容を後で編集する機能を追加する計画があるとか。

最後にこれまた偶然ですが、ツイッターの通知が来ていたのでチェックすると、本日は小生のツイッターアカウント開設から13年目ということでした。

dig in one’s heels

新型コロナによるパンデミックが3年目に突入し、長らくリモートワークへと移行していた企業などでも、そろそろオフィスへの回帰を呼び掛けるということが始まっています。リモートワークでもある程度仕事をこなせ、またプライベートとの両立も出来ることを実感してきたオフィスワーカーの間では、完全オフィス勤務へ戻ってしまうのか、オフィスとリモートワークのハイブリッドがベストなのか、またその割合はどれくらいが適当なのか、といったことが高い関心事項となっています。

ニュース記事を斜め読みしていますと、アップルやグーグルなどのテクノロジー大手でも、スタッフに対してオフィスへの回帰を明確に呼び掛けているものの、従業員側はそれに対して反発しているという現実があります。


D.C.-area companies in businesses that are able to continue offering post-pandemic remote work are not embracing it as much as might have been thought would be the case. In fact, an overwhelming majority of hiring managers are digging in their heels against it.

“From the survey that we sent out, 65% of local managers want their teams to be on-site full time. Employers may believe the office is still the best place to work, to collaborate and be innovative,” said Trey Barnette, regional vice president at staffing firm Robert Half.

引用した記事では、ワシントンD.C.エリアの企業の話です。

ここでもやはり、雇用側と従業員側とで意識の差が明確なようですが、雇用側には完全オフィス勤務を主張する人が多いということのようです。

これに対して、従業員側はオフィスに行かなくて済む方が有難い訳ですが、現実は、


an overwhelming majority of hiring managers are digging in their heels against it


ということなのです。

"dig in one’s heels"というのは慣用句で、自分の立場に固執する、頑として譲らない、という意味です。

引用した記事では、"against"とあるのが理解を助けてくれますね。

この表現にはいくつかバリエーションがあって、"dig one’s heels in"という語順であったり、"heels"の代わりに、"feet"や"toe"が使われることもあるようです。

さて、"dig"とは地面を掘るという意味ですが、踵にしろ、爪先にしろ、足で地面を掘るというのは、自分の立ち位置をしっかりと確保する、ということで、譲らない、という意味合いになったものと思われます。

"dig in"には塹壕を掘るという意味もありますから、敵の攻撃に備えて自らを守る、という意味合いからも理解できるフレーズではないかと思います。

a thorn in one’s side

ウクライナの戦況に見通しが立たない中、隣国のハンガリーで議会選挙が行われ、現職のオルバーン氏が首相に再選されました。

既に3期12年在位しているところ、4期目の当選を果たした模様です。

問題は、強権的と言われるオルバーン氏が親露派であるというところで、EU諸国の中でも最もクレムリンに近いとされるところにあります。


Hungary's nationalist Prime Minister Viktor Orban declared victory in Sunday's nationwide election, with partial results showing his Fidesz party leading the vote by a wide margin.

オルバーン氏については、記事中、


a thorn in the side of the EU


と表現されています。"a thorn"はとげ(棘)のことですから、何が言いたいかは大体分かるというものですが、この表現は成句で、


苦痛を与えるもの、悩みの種
(研究社新英和大辞典)


という意味です。直訳すると、脇腹に刺さったとげ、ということになるのですが、ランダムハウス英和では、「目の上のたんこぶ」という訳がありました。なお、


a thorn in one’s flesh


という場合もあるそうです。

興味深いことに、この表現は聖書の表現に因むそうで、新訳聖書のコリンとの信徒への手紙においてこの表現が使われています。(以下、聖書からの引用は新共同訳。)


それで、そのために思い上がることがないようにと、わたしの身に一つのとげが与えられました。
(コリントの信徒への手紙 12:7)


ここでの英語は、"a thorn in one’s flesh"(King James Version)となっています。

"a thorn in one’s side"については、以下に引用する民数記では「茨(いばら)」と訳されています。


もし、その土地の住民をあなたたちの前から追い払わないならば、残しておいた者たちは、あなたたちの目に突き刺さるとげ、脇腹に刺さる茨となって、あなたたちが住む土地であなたたちを悩ますであろう。
(民数記 33:55)


この他、"a thorn〜"は、聖書中の他の書でも見られるようです。

giveaway

米議会で、糖尿病治療薬であるインシュリンのコスト負担に月額の上限を設定する法案が可決された模様です。

700万人とも言われる糖尿病患者の薬剤費負担が社会問題となりつつある中での救済措置とも思われる立法ですが、果たして?


The House voted Thursday in favor of a bill to cap out-of-pocket costs on insulin at $35 a month, a policy Democrats hope will give them a concrete win to campaign on when they face voters in November as the rest of their health care agenda remains stalled.

Despite concerns about the bill’s policy and strategy from both sides of the aisle, nearly all House Democrats as well as a dozen Republicans voted for it Thursday.

The insurance industry tried to persuade lawmakers to oppose the measure, arguing it does not lower the actual price of insulin and could lead to higher premiums.

One insurance industry source close to the negotiations told POLITICO they’ve stressed that the bill “lets pharma off the hook,” calling it a “giveaway” to the drug industry.

実のところ、この立法は民主党議員の肝入りによるもので、今秋の選挙戦を見据えて成果をアピールするのが目的という指摘があります。有権者に阿る意図が見え透いているというところでしょうか。

また、患者負担に上限を設定というと聞こえは良いのですが、実際には製薬大手の価格設定には踏み込めていない、という批判が保険業界関係者から上がっています。

つまり、


the bill “lets pharma off the hook,” calling it a “giveaway” to the drug industry


ということなんですが、"giveaway"という単語に着目しましょう。

"giveaway"と聞いて思い浮かべるのは、タダで貰えるもの、景品、という意味です。

記事のコンテクストでも分からないでもありませんが、辞書を引いてみました。これ以外にも、うっかりと漏らしてしまうこと、といった意味があるのですが、これはあたりませんね。

ランダムハウス英和では、


(特定の階層・地域・州などだけに有利な)不公平税法(立法)


とあり、これが相当するのではないかと思われました。

つまり、今回の立法で笑うのは製薬業界だけ、保険会社にとっては(また恐らく被保険者にとっても)良いことはない、不公平な内容の法案だ、ということです。

"giveaway"のこのような意味はアメリカ英語特有のものなのか分かりませんが、辞書で確認できるのはランダムハウス英和とCollins Dictionaryのオンライン版(下記)くらいです。


a tax law or other legislation designed to benefit one segment of the population, one area or state, etc


American Heritage Dictionaryにも載っていませんでしたので、ちょっと珍しい用法の部類に入るのではないかと。
