Moving along the sidewalks with the protesters and onlookers and police, I was struck most of all by how hard the Chinese government was working to keep its people happy, to show them that it is doing what they want. Nationalism is a volatile force, and it would be easy for protests to expand into criticism of the state. Chinese authorities have no choice but to let their people blow off steam over Japan, but they are determined to keep them on message.
(Evan Osnos. Letter from China: How China Protests. The New Yorker. September 18, 2012.)

China authorities determined to keep them on message.

on message
Following a planned set of remarks or positions.

A politician who is on-message says things that are in agreement with the ideas and policies of the political party they belong to.
(Financial Times Lexicon

In countless interviews, he has tried to stay on message, stressing the Pfizer line that Viagra is a serious drug for a serious medical condition that affects millions of men and their partners.
(The Washington Post. 1999.)
