ですが、英和辞書には載っていないのではないでしょうか？知らないと分からない類いの表現かも知れません。

字句通りには、「2回測って、1回（で）切る」となります。ここで「2回」測るとはものの例えであって、3回かも知れませんし、4回ということもあるかも知れません。要は「切る」（カットする）前に、きちんと測定する、ということであり、慎重に事を行う、念入りに準備等した上で実行する、という意味です。（切ってしまった後で修正はききませんからね。）

トランプ大統領の公約に不法移民の強制送還がありますが、敵性外国人法（Alien Enemies Act）という、1798年に制定され、先の第二次世界大戦で敵対国の在留外国人を強制退去させた法律を発動させ、南米ベネズエラのギャングをエルサルバドルの刑務所送りにしています。

この中にはギャングでも何でもない、一般のベネズエラ人が含まれていたといい、批判が高まっているようです。（当局も誤りを認めているとのことです。）

人の人生を左右するような決定に誤りがあってはならないものですが、こんなことが起きてしまったのは行政の不作為では済まされないと憤るのもむべなるかな。

"measure twice, cut once"という表現は先日の投稿での引用記事にも出てきました。

"They may characterize it as shooting from the hip, but it is anything but that," Musk said, noting the agency's approach to cuts is to "measure twice, if not thrice and cut once."

上記はDOGE（政府効率化省）の歳出削減案はいい加減な、衝動的な取り組みではない、と釈明しているマスク氏の発言中です。

削減（cut）の対象は、（思い付きや衝動で決めているのではなく）"measure twice, if not thrice and cut once"、つまりよくよく考えて、検討しているのだ、と。
