ここで使われている"up to scratch"とは、一定の水準に達している、という意味なのですが、主に否定のコンテクストで用いられることが多く、つまり"not up to scratch"で水準に達していない、期待に沿わないという意味合いで用いられます。

記事では、一定の水準に達していないZ世代の社員を解雇する動きが拡がっていると言っています。

"up to scratch"の"scratch"にはスタートラインの意味があるようです。また、ボクシングのリングのマット中央に引かれたラインのことでもあるらしく、要はこのラインに立って殴り合いの試合を始めるレベルに至っているかどうか、ということだそうです。（Merriam-Webster Dictionary オンラインの解説にあります。）
