トランプ政権とハーバード大学の軋轢はその極みに達しようとしています。

トランプ大統領は1億ドルとも言われる大学への補助金の打ち切り、減税等の優遇措置廃止などを次々と発表しました。トランプ氏は同大における留学生が多過ぎるとの不満も漏らしており、留学生へのビザ発行停止を始めとして、同大における留学生の割合を減らすことにも踏み込む模様です。

ハーバード大側はこれらの政策に反発して裁判に訴えていますが、果たしてどういう展開になるのか、結末を迎えることになるのか読めないところです。

以下は今日読んだニュース記事からの引用です。

ハーバード大の立場を支援する側はトランプ氏の職権濫用を批判しています。記事に、

an administration that is systematically strip-mining the US constitution

というくだりがあるのですが、ここで使われている、

strip-mining

という単語の意味を掴みあぐねました。

辞書を引くと、"strip-mine"とは、露天掘りをする、露天採掘する、という動詞であると載っていますが、これでは記事の文意がよく分かりません。

「露天掘り」とは何なのか詳しくは知らなかったのでこちらも調べることになったのですが、採鉱の用語で、地表の岩石などを取り除いて鉱物資源を採掘することを指すのだそうです。別名、"surface mining"とも呼ばれるそうですが、通常地下を掘り進んで採鉱する方式と異なるものという位置付けです。

しかし、上記引用の目的語になっている、合衆国憲法を「露天掘りする」（"strip-mine"）とは一体どういう意味なのでしょうか？

いくつかの辞書を引きましたが、"strip-mine"の比喩的な意味合いを説明したものは見当たりません。

コーパスを検索し、解釈のヒントになりそうな用例を拾ってみました。

いずれも"strip-mine"という動詞が比喩的に用いられているもの、またネガティブな意味合いで用いられているものです。

そもそも"mine"という動詞自体、採鉱するという意味の他、ネガティブな意味合いとしては、計略や陰謀により失墜させる、というような意味があります。採鉱のために掘る坑道は岩盤を爆発させたりして作るものであり、またそうした行為は地盤を危うくするものでもあるからでしょう。

してみると、"strip-mininig the US costitution"とはトランプ政権のハーバード大学に対する様々な要求や措置が合衆国憲法（で守られる権利）を危うくするものである、という批判の滲んだ言い回しであろうと何となく分かります。

採鉱方式としての"strip-mine"は、地表を掘り返すことで土地は見た目にも荒廃し、植物の生育もままならなくなってしまうため、事業者に対しては表土再生や植生の義務が課されるそうです。

"strip-mine"の"strip"には取り去る、剥ぐの意味がありますが、いずれも目的語となる対象を毀損するものであると言えます。
