米国の移民取締りでまた悲劇が起きました。

先日、ミネソタ州ミネアポリスでアメリカ人女性がICEの取締官に銃で撃たれて死亡するという事件があったばかりですが、今度は男性が撃たれ死亡。

いずれのケースも移民取締りへの抗議活動の最中の出来事で、ICEは正当防衛を主張しているという点も一致しています。

しかしながら、今回も果たして正当防衛なのかという点が疑問視されています。

Mobile phone footage demonstrates that Mr Pretti, like Ms Good, represented no threat. Contrary to scurrilous claims by senior members of the Trump administration, he was holding a phone, not a gun, before he was overpowered. 

His killing, which occurred after he attempted to assist a fellow protester who was being manhandled, amounted to a summary street execution by security forces. As anger erupted across Minneapolis, federal officers then reportedly prevented state investigators from accessing the scene of the shooting.

射殺された男性は銃を所持していたとも報道されていますが、一部始終を撮影したビデオ映像では射殺の際に男性が持っていたのは銃ではなく携帯電話だったということです。ICEの取締官らが男性の背中を銃で複数回撃ったとされ、過剰防衛との見方があります。

引用した記事で、

His killing, ... amounted to a summary street execution by security forces.

というくだりにある"summary"という表現を取り上げたいと思います。

カタカナでも「サマリー」とよく言いますが、要約、概要、まとめ、の意味であることはご存知の通りです。

しかし、ここでの"summary"は形容詞なんですね。法律、裁判のコンテクストで使われるようで、略式裁判などという時の「略式」に相当するようです。その意味は正式な手続きを省略した、また形式張らずに行う、というものです。

そして特に法律や裁判のコンテクストではないところでは、即座に、手っ取り早い、さっさと、という意味合いで使われます。

例えば、

a summary dismissal

は即時解雇を意味します。

記事に戻りますと、

a summary street execution

は街中で即座の処刑、とでもなるでしょうか。ICEはデモ参加者を手っ取り早く片付けるために射殺を選択したのでしょうか、そんな批判が滲んだくだりに思われます。
