vote-a-rama

"vote-a-rama"という単語をご存知でしょうか？私は初めて見ました。

随分と変わったスペルの単語に見えます。"vote"とは恐らく投票のことを指していると分かりますが、ハイフンに続く、-a-rama という部分が何を指すのか、何となくラテン系の言葉かなと思いながらも、よく分かりませんでした。

Sen. Tina Smith (D-Minn.) was hospitalized Wednesday, likely putting Democrats down a vote during the vote-a-rama on the rescissions package that is expected to last into the evening. 

Smith’s staff revealed on social media that the 67-year-old senator felt unwell while at the Capitol earlier Wednesday and subsequently went to George Washington University Hospital for treatment and is expected to be held for observation overnight.

米上院では予算法案の審議と採決が行われている模様ですが、ある民主党議員は体調不良のために入院となり、"vote-a-rama"に参加出来なくなったようです。

コンテクストから、"vote-a-rama"は予算案の採決における投票と関連していると推測され、またそれが長時間に及ぶようである、ということが何となく見えてきます。

"vote-a-rama"という単語を載せている辞書はあまり無いようですが、Merriam-Webster Dictionary （オンライン）では、

an unusually large number of debates and votes that happen in one day on a single piece of legislation to which an unlimited number of amendments can be introduced, debated, and voted on

という定義がされています。

専門的なことは知らないので説明も上手く出来ないのですが、要は米議会には法案などの採決に続いて修正案の提案を行う仕組みがあるらしく、延々と提出される修正案を処理することから、膨大な時間に渡り議員が拘束されるプロセスを指して"vote-a-rama"と呼ぶらしい、ということです。

ところで、"vote-a-rama"という単語の成り立ちについては、Merriam-Websterでは、"vote"という単語に、接尾辞-arama（また、-orama）が付いたものであると解説しています。

この-arama (-orama) という接尾辞の意味するところは、

used chiefly in nonce words to denote an event, production, situation, etc., that amounts to or is suggestive of a prolonged or extravagant display or exhibition of a specified kind

というもので、これも何を言わんとしているか少し分かりにくいのではありますが、要は引き延ばされたり、大袈裟に誇示、展示されるモノやコトをほのめかすのに使われるようです。

そしてこの接尾辞自体は、"panorama"（パノラマ、全景）という単語から来ており、同じく-oramaという接尾辞を使った単語に、

diorama

cyclorama

などがあるということで、何となく"vote-a-rama"という単語の意味するところも分かってきたような！？

政治用語としての"vote-a-rama"はネットにその解説を求めることができますが、以下は米上院のオフィシャルホームページでの解説です。

The process known as "vote-arama" (or "vote-a-rama" or "vote-a-thon") developed out of unique procedures under the Congressional Budget Act of 1974. After debate time has expired on a budget resolution or reconciliation bill, senators can introduce an unlimited number of amendments, and each is voted on in succession. The Senate has held as many as 44 votes in a row in this process.

Although the origins of the term vote-arama remain vague—anecdotal evidence suggests that it was used by Senate staff as early as 1992—the term gained public recognition in 1996. In May of that year, in the midst of the budget reconciliation process, Republican Whip Trent Lott (R-MS) referred to the rapid vote process as a "vote-a-rama" during Senate debate. The label stuck and is commonly used today, both in Senate debate and in news coverage.

スペルにはバリエーションがあるようですが、別名、"vote-a-thon"とも言うとあり、この-(a)thonという接尾辞は"marathon"から来ていますので、やはり長い時間を要する、という意味合いが含まれていると言えます。
