ドヤ街、という日本語訳があります。失業者や肉体労働者が集まる場所のことを指しており、やや差別的な表現と言えるでしょう。

"skid"が並ぶ"row"（街並み）ということだと思いますが、"skid"とは、重い物の輸送に使うための枕木や滑材のことを指すようです。"skid"は肉体労働者や季節労働者の暗喩でしょうか。

ちなみにドヤ街の”ドヤ”とは、”ヤド”（宿）を逆さに読んだものらしく（出典： Wikipedia）、日雇い労働者などが生活する、およそ人の住む（宿泊する）ところではないと思われる環境を自嘲的に表現した言葉ということです。
