give no quarter ー quarter

no quarter, no mercy for our enemy

A top Democratic lawmaker with a military background has reacted strongly to US defense secretary Pete Hegseth’s call for “no quarter” for US enemies during a Friday press briefing at the Pentagon, calling such an order – if followed by troops – a potential violation of international law.

According to a transcript of the briefing, Hegseth said: “We will keep pressing, keep pushing, keep advancing – no quarter, no mercy for our enemy.”

Critics of Hegseth say the phrase “no quarter” is more than a belligerent figure of speech, implying that enemy combatants will not be taken prisoner but instead executed. Under the Hague Convention of 1899, that is considered a war crime.
(Edward Helmore. Democratic lawmaker condemns Hegseth’s call for ‘no quarter’ for US enemies. The Guardian. March 14, 2026.)

Merriam-Webster Dictionaryでは、

specifically : the clemency of not killing a defeated enemy

It’s also unclear how far Kim and Putin’s military cooperation could go, but any sign of warming relations will worry rivals like the US and South Korea.

Russia seeks to quash a Ukrainian counteroffensive and prolong the war, while North Korea is extending a record pace of missile tests to protest US moves to reinforce its military alliances with South Korea and Japan.
(Why would North Korea’s Kim and Russia’s Putin want to meet? Aljazeera. September 5, 2023.)

quagmire

Several new indicators this week show just how isolated Russian President Vladimir Putin has become since his unprovoked invasion of Ukraine a year and a half ago.

A diplomatic dustup with the South African government early Wednesday ultimately revealed that Putin won’t travel to attend the August meeting there of the BRICS economic bloc – an acronym for the coalition of Brazil, Russia, India, China and South Africa – due partly to the warrant for the arrest of the Russian leader issued in March by the International Criminal Court, to which South Africa is a signatory.
(Paul D Shinkman. Putin Appears More Isolated Than Ever Following New Military, Diplomatic Quagmires. US News & World Report. July 20, 2023.)

diplomatic quagmires

quixotic

Now Musk is threatening to call it quits. This must not happen.

In an online poll, Musk asked the Twitterverse whether he should "step down" as head of Twitter, and promised to abide by the outcome. He tweeted soon after the launch of the referendum: "As the saying goes, be careful what you wish, as you might get it."

The bad news for Musk fans is that 57% of the 17 million people who participated said he should indeed quit his post; 43% said he should not.

Will the quixotic entrepreneur follow through, and abandon his $44 billion undertaking? Will he allow the Leftist thought police to resume their control of what Americans can see and read?
(Liz Peek. Elon Musk should remain Twitter CEO to keep up the free speech fight. Fox News. December 19, 2022.)

the quixotic entrepreneur

Merriam-Websterでは、

foolishly impractical especially in the pursuit of ideals
especially: marked by rash lofty romantic ideas or extravagantly chivalrous action

The Queue

queue

です。

We are talking, of course, about the queue which Britons must join in order to pay their respects to Queen Elizabeth II. This is not an ordinary line. It has taken on symbolic meaning, a ritual to be undertaken, an embodiment of the national mood. It is, in short, The Queue.

It snakes from Westminster Hall, where the late monarch's body is lying in state, for miles along the south bank of the River Thames. It stretches past landmarks such as the London Eye (constructed at the turn of the millennium), the Royal Festival Hall (opened in 1951, the year before Princess Elizabeth's accession to the throne) and the Globe theater (a throwback to a previous Elizabethan age). Plans are in place for it to be as long as nine miles, or 14.5 kilometers.
(Ivana Kottasová. The Queue to end all queues: Brits do what they do best as they pay respects to Queen. CNN. September 15, 2022.)

"The Queue"

quiet quitting

quiet quitting

Workplace ideologies continue to shift and evolve for the American workforce — and now there’s a trending new philosophy that's connected to a desire, at least among some, for better mental health.

The emerging mindset is called quiet quitting — and it's about modifying the all-out commitment to one’s career.

"Quiet quitting refers to the personal decision to quit putting in too much effort at work," explained Amy Morin, a psychotherapist in the Florida Keys, to FOX Business.
(Erica Lamberg. Workplace's new 'quiet quitting' trend — and the pitfalls for today's employees. FOX Business. August 4, 2022.)

quaff

Like the novel’s narrator Nick Carraway, most readers are mesmerised by the giddying world of glamourous socialites quaffing champagne cocktails...
(Sean Smith. A man divided: F Scott Fitzgerald and the birth of Gatsby. The Independent. October 15, 2021.)

qubit

Quantum Computing is a totally different phenomenon. Ordinary computing is based on states of matter that are binary: 0 or 1. Nothing in-between. These positions are called bits.

But at the quantum, or sub-atomic level, matter behaves differently: it can be 0 or 1 at the same time - or on a spectrum between the two. Quantum computers are built on qubits, which factor in the probability of matter being in one of various different states. This is mind-boggling stuff, but it could change the world.
(Amol Rajan. Google boss Sundar Pichai warns of threats to internet freedom. BBC News. July 12, 2021.)

quicksand

Pelosi’s push for 9/11-style Capitol riot commission stalls in political quicksand

What seemed like a no-brainer at the time — a 9/11-Commission-style review of the origins of the mob, the white nationalists who joined it and the security failures that allowed it to briefly occupy the Capitol — has instead become the latest theater for dysfunction on Capitol Hill as the two parties squabble over the panel’s scope and partisan balance.
(Pelosi’s push for 9/11-style Capitol riot commission stalls in political quicksand. Politico. March 17, 2021.)

political quicksand

Last fall, the invisible hand was pulling the big banks into financial quicksand. Without the strong arm of the federal government, as Treasury Secretary Timothy Geithner recently affirmed, " none of them would have survived.
(Christian Science Monitor, 2009)

Cleveland Cavaliers' owner Dan Gilbert issued a public apology last week after one of his companies wandered into racial quicksand. The tone of the apology was brilliant because it squashed a potential public relations nightmare doused in gasoline.
(Cleveland.com, 2017)

something that entraps or frustrates

A place or situation into which entry can be swift and sudden but from which extrication can be difficult or impossible

argentum vivum(生きた銀)

quad

NEW DELHI: The Navy has increased its surveillance missions and beefed up operational deployment in the Indian Ocean region in the wake of India's seven-week bitter border standoff with China in eastern Ladakh, people familiar with the development said.

The Indian Navy is also ramping up its operational cooperation with various friendly naval forces like the US Navy and Japan Maritime Self Defense Force in view of the fast evolving regional security landscape, they said.

On Saturday, the Indian Navy held a crucial exercise with Japanese Navy in the Indian Ocean region, an area where Chinese naval vessels and submarines are making frequent forays, they said.

India and Japan are part of the influential "Quad" or Quadrilateral coalition which also comprises the United States and Australia.

In November 2017, the four countries gave shape to the long-pending "Quad" coalition to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence.

The US has been pushing for a greater role for India in the Indo-Pacific which is seen by many countries as an effort to contain China's growing clout in the region.
(India increases surveillance in Indian Ocean region to track Chinese activities. Times of India. June 29, 2020.)

quad

― quick

Ever since childhood, she has bitten her nails down to the quick, often gnawing at them until the cuticles bleed, especially when she's nervous or bored.
(The Washington Post, 2010)

a painfully sensitive spot or area of flesh (such as that underlying a fingernail or toenail)

the quick and the dead

touch a person to the quick

quarter-life crisis

Adulting is a struggle.

A new LinkedIn survey of 2,000 millennials found that 72% of young professionals ages 25 to 33 said they’ve been through a quarter-life crisis, or a period of self doubt and insecurity causing them to question their life choices, relationships and career paths.

The main factors people grappled with were finding a job they’re passionate about (57%) and the pressure to buy property (57%). Both priorities were much higher than finding love (46%). Women (61%) in particular are more likely to be unsure of what their next career move is compared to 56% of men.
(Jeanette Settembre. Majority of millennials claim to be in a quarter-life crisis. New York Post. November 20, 2017.)

quid pro quo

("on the period"の投稿を参照。)

Fox News Channel accused Donald Trump of asking the network for a $5 million donation as a “quid pro quo” in return for Trump’s promise to appear in Thursday night’s Republican debate, as an extraordinary feud between the right’s best-known media platform and the Republican party’s presidential front-runner overshadowed the last debate before the Iowa caucuses.
(Without Trump onstage, Republican debate turns to policies. The Washington Post. January 28, 2016.)

quid pro quo

something for something

questionably

We have extensively alleged that mobile phones, which emit low levels of radiation, which if held too close to the human body for extensive periods, may possibly result to disturbed blood rhythms, cancer, brain tumors, and other physical condition dilemma. However, here we are in the year 2015, with businesses like Samsung and Apple persuading us to purchase their gadgets that we are supposed to attach to our bodies all throughout the day.

Although there is no authoritative investigation on the physical condition effects of wearable gadgets (the Apple watch is not even on store shelves yet), we can assume a bit from the present research on cellphone radiation.

The most authoritative and questionably fair outcome in this area come from a board within the World Health Organization (WHO), the International Agency for Research on Cancer (IARC), that consisted of 31 scientists from 14 nation states.

In 2011, the board concluded that cell phones were “possibly carcinogenic” and that the gadgets could be as dangerous as certain dry-cleaning substances and insect repellents after scrutinizing dozens of peer-reviewed studies on cell phone safety. Note that the board defended its conclusions with the remark “possibly”.
(Wearable Gadgets: The Lesser you use them and Farther they are From Your Body the Less Harmful they are to you, Study. Empire State Tribune. March 19, 2015.)

questionably fair (outcome)

The most authoritative and questionably fair outcome in this area...

qwerty

File the QWERTY keyboard in the same category as lithium-ion batteries, compact discs, and the internal combustion engine—they're all dated technologies that are increasingly out of step with our rapidly evolving tech universe.

Most would agree that typing is one of the most annoying aspects of mobile phone UIs—it’s slow, awkward, and anything but ergonomic. The situation is only marginally better on tablets. It's exactly why manufacturers have created the "hybrid" trend, giving people the option to use a physical keyboard when it's needed and touch when it's not. Microsoft’s Surface tablets, for example, can be equipped with a couple different compact QWERTY keyboards.
(Tyler Wells Lynch. How today's designers are crafting the perfect keyboard for a mobile world. Reviewed.com. March 31, 2014.)

Merriam Webster Online

a standard typewriter or computer keyboard -- called also QWERTY keyboard

from the first six letters in the second row of the keyboard

― quantum computer

In room-size metal boxes secure against electromagnetic leaks, the National Security Agency is racing to build a computer that could break nearly every kind of encryption used to protect banking, medical, business and government records around the world.

The development of a quantum computer has long been a goal of many in the scientific community, with revolutionary implications for fields such as medicine as well as for the NSA's code-breaking mission. With such technology, all current forms of public key encryption would be broken, including those used on many secure Web sites as well as the type used to protect state secrets.
(NSA seeks to build quantum computer that could crack most types of encryption. The Washington Post. January 3, 2013.)

― joke, jest, or quip?

Obama disowns De Niro white First Lady joke

WASHINGTON — President Barack Obama's re-election campaign distanced itself Tuesday from a joke by Hollywood veteran Robert de Niro about the prospect of a white First Lady returning to the White House.

The reaction came after Republican candidate Newt Gingrich slammed the jest, -- made by Democrat-supporting actor De Niro at a fundraising event with Michelle Obama -- as "unacceptable."

"We believe the joke was inappropriate," said the first lady's campaign press secretary Olivia Alair after Gingrich's comments triggered a tide of online argument about the joke.
(Obama disowns De Niro white First Lady joke. AFP. March 21, 2012.)

"Raging Bull" star De Niro made the contested remark as he introduced Michelle Obama at a fundraising event on Monday in New York's trendy Greenwich Village district.

"Callista Gingrich. Karen Santorum. Ann Romney. Now do you really think our country is ready for a white first lady?" the actor said, referring to the wives of Republican candidates Gingrich, Rick Santorum and Mitt Romney.

"No" yelled one person as the crowd roared, while De Niro added: "Too soon, right?"
(ibid.)

WASHINGTON — Actor Robert De Niro opened a fundraiser starring Michelle Obama by listing her Republican rivals and jokingly suggesting that America isn’t “ready for a white first lady.” Newt Gingrich was not amused, and the Obama campaign says the quip was inappropriate.
(Obama campaign: Supporter Robert De Niro’s joke about white first ladies ‘inappropriate’. The Washington Post. March 21, 2012.)

joke
Joke especially denotes an amusing story with a punch line at the end.

jest
Jest suggests frolicsome humor.

quip
A quip is a clever, pointed, often sarcastic remark.

A group of 73 plane passengers who landed at New Zealand's Auckland Airport suffering flu-like symptoms have now been allowed to leave the airport.

The infected passengers were Japanese schoolchildren, part of a group of 90 students who arrived from Tokyo and were headed on a home-stay trip.

Health authorities were alerted shortly after the Boeing 777-200 landed around 9.20am local time (7.20am AEDT) with the children complaining for flu-like symptoms.

Five ambulances rushed to the scene with medical crews wearing protective gear as they boarded the flight to examine the sick passengers.
(Sick plane passengers released from quarantine. Ninemsn. February 13, 2012.)

Health Minister Tony Ryall said the quarantine response was precautionary and those on board the plane were believed to have ordinary seasonal influenza.

"We've been briefed on the situation, and advised that it is Japan's flu season, and there are no reports of new strains of flu there," he told the New Zealand Herald.
(ibid.)

"quarantine response"

Q-tip swab

Missing Missouri 11-month-old baby Lisa Irwin's two older brothers, who were in the house the night she disappeared, will submit to interviews with investigators and provide DNA samples. Child specialists spoke to the boys on Oct. 4, the day after Lisa's disappearance, but investigators have not had access to Lisa's 5 and 8-year-old half brothers since then.

"This will be the first time we've had a chance to interview them since then," Kansas City Police Officer Darin Snapp told ABCNews.com today. "We have not been allowed access to the children until [parents Deborah Bradley and Jeremy Irwin] agreed to bring them in this Friday."

"We are expecting to collect DNA samples," Snapp said. "It will be very non-intrusive, pretty much just a Q-tip swab."

Snapp said some DNA samples, currently in a lab, that were collected from the house are labeled "unknown" and they want to use the boys' DNA to eliminate some of the unknown samples.
(Christina Ng. Baby Lisa's Brothers: Interviews and DNA Sampling Scheduled. ABC News. October 26, 2011.)

"Q-tip swab"

A specialist trained in interviewing children will talk to Lisa Irwin's brothers, The Kansas City Star reported Wednesday. Police spokesman Capt. Steve Young said police also planned to collect DNA from the boys to compare to unknown DNA found during the investigation and possibly eliminate some as evidence. Such samples can be obtained using a cotton swab inside the mouth.

"Queen Bee syndrome"

FEMALE bosses make it harder, not easier, for women to gain promotions, a study into the "Queen Bee syndrome" has found.

The study found women who break through the "glass ceiling" in male-dominated industries tend to make career progression harder, not easier, for their female employees, The Daily Mail reports.

Men who report to a female boss get more mentoring and support than their female colleagues, the study of more than 2000 US employees, detailed in the journal Social Science Research, found.
(Female bosses less likely to help women workers get promotions, study finds. News.com.au. April 11, 2011.)
