vote-a-rama

"vote-a-rama"という単語をご存知でしょうか?私は初めて見ました。

随分と変わったスペルの単語に見えます。"vote"とは恐らく投票のことを指していると分かりますが、ハイフンに続く、-a-rama という部分が何を指すのか、何となくラテン系の言葉かなと思いながらも、よく分かりませんでした。

Sen. Tina Smith (D-Minn.) was hospitalized Wednesday, likely putting Democrats down a vote during the vote-a-rama on the rescissions package that is expected to last into the evening. 

Smith’s staff revealed on social media that the 67-year-old senator felt unwell while at the Capitol earlier Wednesday and subsequently went to George Washington University Hospital for treatment and is expected to be held for observation overnight.

米上院では予算法案の審議と採決が行われている模様ですが、ある民主党議員は体調不良のために入院となり、"vote-a-rama"に参加出来なくなったようです。

コンテクストから、"vote-a-rama"は予算案の採決における投票と関連していると推測され、またそれが長時間に及ぶようである、ということが何となく見えてきます。

"vote-a-rama"という単語を載せている辞書はあまり無いようですが、Merriam-Webster Dictionary (オンライン)では、


an unusually large number of debates and votes that happen in one day on a single piece of legislation to which an unlimited number of amendments can be introduced, debated, and voted on


という定義がされています。

専門的なことは知らないので説明も上手く出来ないのですが、要は米議会には法案などの採決に続いて修正案の提案を行う仕組みがあるらしく、延々と提出される修正案を処理することから、膨大な時間に渡り議員が拘束されるプロセスを指して"vote-a-rama"と呼ぶらしい、ということです。

ところで、"vote-a-rama"という単語の成り立ちについては、Merriam-Websterでは、"vote"という単語に、接尾辞-arama(また、-orama)が付いたものであると解説しています。

この-arama (-orama) という接尾辞の意味するところは、


used chiefly in nonce words to denote an event, production, situation, etc., that amounts to or is suggestive of a prolonged or extravagant display or exhibition of a specified kind


というもので、これも何を言わんとしているか少し分かりにくいのではありますが、要は引き延ばされたり、大袈裟に誇示、展示されるモノやコトをほのめかすのに使われるようです。

そしてこの接尾辞自体は、"panorama"(パノラマ、全景)という単語から来ており、同じく-oramaという接尾辞を使った単語に、


diorama
cyclorama


などがあるということで、何となく"vote-a-rama"という単語の意味するところも分かってきたような!?

政治用語としての"vote-a-rama"はネットにその解説を求めることができますが、以下は米上院のオフィシャルホームページでの解説です。


The process known as "vote-arama" (or "vote-a-rama" or "vote-a-thon") developed out of unique procedures under the Congressional Budget Act of 1974. After debate time has expired on a budget resolution or reconciliation bill, senators can introduce an unlimited number of amendments, and each is voted on in succession. The Senate has held as many as 44 votes in a row in this process.

Although the origins of the term vote-arama remain vague—anecdotal evidence suggests that it was used by Senate staff as early as 1992—the term gained public recognition in 1996. In May of that year, in the midst of the budget reconciliation process, Republican Whip Trent Lott (R-MS) referred to the rapid vote process as a "vote-a-rama" during Senate debate. The label stuck and is commonly used today, both in Senate debate and in news coverage.


スペルにはバリエーションがあるようですが、別名、"vote-a-thon"とも言うとあり、この-(a)thonという接尾辞は"marathon"から来ていますので、やはり長い時間を要する、という意味合いが含まれていると言えます。

spoiler

かつて蜜月とも言われたマスク氏とトランプ大統領ですが、トランプ氏が推し進める歳出法案を巡って物別れとなり、両者の対立が先鋭化してきました。

マスク氏は現在のアメリカにおける政治体制、つまり共和党と民主党という二大政党制に問題があると主張し、新たに第三極となる政党America Partyを立ち上げると発表しています。

これに対しトランプ氏は、こうした第三極が成功したためしはないとして、マスク氏の提案を馬鹿げた話であるとこき下ろしています。

実際のところどうなのでしょうか?

個人的には、マスク氏の言動もブレることが多いように思われ、本当に新党を立ち上げるのか、また立ち上げたとして支持が得られるのか、そして政権を取ることができるのか、と思っていたところ、それらに答えてくれる記事を見かけました。


It's one thing to get on a ballot, it's another thing to win.

Mac McCorkle, a professor of public policy at Duke University, told NPR on Tuesday that it is unlikely the America Party would do anything more than take some votes away from the two major parties.

"The role for somebody like Musk — which might not be that hospitable to him, he might not like the idea — is that of a spoiler," he said. "Not that he wins House seats, but that he shaves margins, especially off Republican candidates, and Democrats win."

これらの疑問に対する答えとしては、記事では恐らくマスク氏が新党を立ち上げたとして、一定の票(支持)は得られるとしても、勝つかとなると話は別だ、ということのようです。

そして、新党の役回りとしては、"spoiler"に終わるだろう、としています。

ここでの"spoiler"が今日の1語です。

「スポイル」("spoil")するもの、つまり台無しにする、ダメにするもの、という意味です。

"spoiler alert"という注意書きを見たことがあるでしょう。映画や小説などで、筋書きや結論を先に暴露してしまう、いわゆる「ネタバレ」を指します。

ここでの"spoiler"は政治のコンテクストで用いられるもので、


A candidate for office whose chances of winning are slight but who may get enough votes to prevent one of the leading candidates from winning.

という定義がされています。

得票はするが勝つ訳ではない、あるいは議席獲得には至らない候補者、ということなのですが、つまりは、一定程度の票を対立候補から削り取る効果はあるかも知れない、という含みがあります。

記事によれば、マスク氏が立ち上げようとする第三極は、マスク氏が主張する保守層の8割を占める中道(Centrist)の票をターゲットとしており、共和党の得票を削り、結果民主党が優勢となる可能性があるということです。

third rail

実業家のイーロン・マスク氏がリストラの大ナタを振るっている政府効率化省(DOGE)の話題は先日も取り上げましたが、マスク氏の効率化目標は1兆ドルの歳出削減だそうです。

巨額の歳出削減の目論見がどのように達成され得ると試算しているのか、素人には分かりません。引用する記事によると、大量の政府職員を解雇した次に見据えているのは1.6兆ドル超ともされる社会保障費だそうです。

Trump’s billionaire adviser called Social Security “the biggest Ponzi scheme of all time.” Department of Government Efficiency lieutenants have entered the Social Security Administration. The SSA is planning to slash staff.

“If people think Medicaid is a hot-button issue, Social Security is 10 times that. He may think it’s a Ponzi scheme, but the people on it and the people about to be on it do not think that,” said CHRISTOPHER NICHOLAS, a longtime GOP consultant based in the battleground state of Pennsylvania.

記事では想定されるマスク氏の取り組みは"third rail"だと言っていますが、この表現を初めて見ました。

"third rail"とは「3番目のレール」ということになりますが、鉄道の専門用語で第3軌条という訳語が英和辞書には見えます。これは電車が走る2本のレールに並行して敷設される3番目のレールのことで、電気を供給するためのものだそうです。

英和辞書の説明はここで終わってしまうのですが、"third rail"には政治のコンテクストで使われ、その意味合いは、


A subject that tends to be avoided because of its offensive or controversial nature
(American Heritage Dictionary)


というもので、議論を呼ぶ課題故に政治家が避けたがるテーマ、話題のことです。

電気を供給するための"third rail"は、感電の危険性があるため、設置箇所には警告の表示がされていることが多いものです。つまり触れれば感電、ヘタをすると死ぬかもしれないということですから、触れないのが一番、ということで、これを政治のコンテクストで使うようになったというのは興味深いものがありますね。

マスク氏は米国の社会保障費用にムダ削減の可能性を見出している訳ですが、社会保障費を減らすような政策提言をすれば国民、有権者の猛反発を浴びることになる、というのが周りの見立てであるということなんですね。記事では中間選挙を見据えて、共和党員からは不安の声が、対立する民主党からは(自党に有利な状況と)楽観的な見方が広がっているとあります。

日本においても、昨日、石破首相は高額療養費の上限負担の見直しを凍結すると国会で答弁しましたが、これなんかも"third rail"の類いと言えるでしょう。夏の参院選対策かと記者に問われた石破氏は否定してはいましたが。

oppo

サウスダコタ州知事Kristi Noem氏が自著で飼い犬を殺したと告白していることが波紋を呼んでいます。

5月7日発刊予定の回顧記でNoem氏は農場で飼っていたポインターの仔犬が攻撃的で、家畜にも噛み付くなどしたという理由で射殺したと書いているということです。

犬を愛する人にとっては衝撃の内容がガーディアン紙に報じられると、SNSなどを中心にNoem氏を批判する投稿が相次ぎました。

同氏は危害を及ぼす犬を処分することは州法に照らして合法と自身の行為を擁護しているそうです。

さて、衝撃の告白は州知事という職にある人物のスキャンダルとして十分ではありますが、この件がトップニュースに取り上げられるのは、Noem氏がトランプ氏の同志であり、今年の大統領選でトランプ氏が当選したあかつきには副大統領候補とも目されていることにあります。

「もしトラ」のシナリオに多くの共和党議員が副大統領のポストを狙っているのでしょう。

引用した記事は、今回の件は民主党勢力のみならず、Noem氏に敵対する勢力にも格好の攻撃材料になっていると分析するものです。

ある共和党議員の発言が引用されており、

とあります。

ここで"oppo"という単語が引っ掛かりました。

恐らく"opposition"のことだとは想像がつきますのでやり過ごそうと思いましたが、念の為調べてみることに。

"oppo"というのは、


opposition research


を指すのだそうですが、これは政治用語で、敵対する陣営の政治家などに関わるスキャンダルなどのネタを調査することを言うのだそうです。

なお、Merriam-Webster Dictionary(オンライン)には"oppo"のエントリがあって、


damaging information about a political candidate that is gathered and used or made public usually by an opponent's camp


と定義されています。

MAGAのアライでもあるNoem氏に対し、トランプ氏がどういう発言するのか、注目されます。

whip

歴代最短命に終わったトラス首相の後を受けて、スナク新政権が船出しましたが、早くもスキャンダル(!?)のようです。

内閣府のメンバーであるGavin Williamson氏に対し、同僚に脅迫まがいのメールを送ったという告発がなされ、辞任を求める声が上がっているというものです。首相が任命責任を問われる、というよくあるパターンかと。


The prime minister believes expletive-laden text messages sent by Sir Gavin Williamson to a colleague are "unacceptable", No 10 has said.

A series of messages sent by Sir Gavin to ex-chief whip Wendy Morton were published on Sunday.

Downing Street confirmed the prime minister knew about a complaint against Sir Gavin before appointing him to cabinet, but had not seen the messages.

The Liberal Democrats have called for Mr Williamson to be sacked.

そのメールの内容というのが、故エリザベス女王の国葬に招待されなかったことへの憤懣に満ちたものだったそうですが、その送り先は、


to ex-chief whip Wendy Morton 


とあり、この"(chief) whip"というのが何のことか分からなかった次第です。

辞書を引いてみると、


(議員の)院内幹事


とありました。これは知りませんでしたねぇ。

それにしても、何故"whip"(鞭!?)なのでしょうか?

院内幹事という役職は党の意見をまとめたりすることが仕事だそうです。政策に関して党員の意見を収集し、党としての姿勢をまとめるということですが、それにあたって採決を行うこともあり、ついては一定数の投票が必要であり、ということで、議員、党員の行動を促すという役目が含まれるということです。(つまり、鞭打って・・・、ということ!?)

Gavin Williamson氏は"a minister of state at the Cabinet Office"という要職にあるそうですが、これは大臣というポジションなのかと思いましたが、どうやらministerとは言うものの、担当大臣、下級大臣というポジションのようです。

また、国葬が行われた時点では一介の議員(つまり、ヒラ議員)であり、国葬に招待されるような身分でも無かったそうですが、トラス前首相や幹事による待遇にかねてより不満を持っていたらしく、これはやはり同氏には飴と鞭で言えばムチ(whip)であったのでしょうか!?

impasse

北朝鮮の指導者であるキム・ジョンウン氏がロシアを訪問し、プーチン大統領と会談する予定であるという記事が目を引きました。

CNNの記事からの引用です。


(CNN) — North Korean leader Kim Jong Un is headed to Russia for his summit with Vladimir Putin, the North Korean state news agency KCNA said Wednesday.

Kim and Putin are set to meet for the first time in the eastern port city of Vladivostok, but do not plan to sign any agreements or make a joint statement.

The young North Korean leader left the capital of Pyongyang on Wednesday at dawn and is traveling to Russia by train, KCNA reported, as he did for his summit with US President Donald Trump in Hanoi, Vietnam.

2月に2回目の米朝首脳会談が物別れに終わってしまい、核の放棄を求める米側と制裁解除を求める北朝鮮の隔たりは縮むどころか、ますます大きくなっているようにも思えます。

記事の中で、


impasse


という単語が使われています。「行き詰まり」、「停滞」を意味するフランス語です。

とりわけ政治のコンテクストで使われることが多いようですが、これまで取り上げた、"rapprochement"や"detent"などと同じく、政治や外交の用語にフランス語が多いのは興味深いところです。

dog-whistle

米中間選挙は下院で民主党が躍進し、トランプ政権には痛手となりました。共和党は上院では過半数を獲得したものの、今後は「ねじれ」下での運営を余儀なくされます。

さて、以下の記事は投票前のものなのですが、お読みください。


Donald Trump and the Republicans have released what has been described as one of the most racist political adverts in recent years and an attempt to rally the president’s base by portraying Central American migrants as police killers set to overrun the country.

The advert, which Mr Trump tweeted with the message “it is outrageous what the Democrats are doing to our country. Vote Republican now”, focusses on Luis Bracamontes, an illegal immigrant twice previously deported, who in 2014 shot and killed two California police officers, and injured a third. The advert shows Bracamontes, who has been sentenced to death, laughing in court and vowing to kill more officers.

Words across the screen read: “Democrats let him into our country. Democrats let him stay.” It then shows migrants pulling on what appears to be a border fence.

The advert, which many have likened to the notorious “Willie Horton” attack advert that was used by Republicans to undermine and derail the 1988 presidential run of Democrat Michael Dukakis, has been widely denounced as racist, seeking as it does, to compare all migrants to a police killer.

Tom Perez, chairman of the Democratic National Committee, called it the “dog-whistle of all dog-whistles”.

共和党が中間選挙のキャンペーン用に作製した動画について取り上げたものです。

ここで、"dog-whistle"(犬笛)という表現が出てくるのですが、その意味するところをご存知でしょうか?

犬笛というものは、通常人間には聞こえないけれどもイヌだけには聞こえる高周波の音を発するとされ、その音を聞くと1マイルも離れたところにいるイヌでさえ、戻ってくるのだそうです。

ここから、特定の人やグループにのみに理解されるようなメッセージを含めた、特に政治的な意味でのステートメントを"dog-whisle"、またそのような手法による政治的な駆け引きのことを、"dog-whisle politics"と呼ぶようになったそうです。

記事で問題にされている動画の例では、かつて2014年にメキシコから不法入国し、警官2名を殺害した凶悪犯罪者をまず取り上げ、同時に、圧政を逃れて中米からアメリカへと北上し逃れてくる移民を取り上げています。移民の中に犯罪者が紛れているかもしれないとはトランプ氏のお決まりのレトリックですが、動画の内容はほとんど一般の移民と凶悪犯罪者を同列にするような扱いだと批判されています。

つまり、米国に押し寄せる移民に反感を持つ人達に対しては特別なメッセージを持つ訳です。

もう1つ、例を取り上げてみます。


On Saturday, Don Jr. tweeted an attack against independent Maine Sen. Angus King that could have come straight from the white supremacist Iowa Republican congressman Steve King. It had the standard fearmongering of the “other,” in this case, Syrian and “Somalian” refugees; it criticized Democratic Sen. Chuck Schumer, who is Jewish; and for good measure, it included the dog whistle term “88,” which neo-Nazis use as code for “Heil Hitler.”

こちらはトランプ・ジュニア氏によるツイートが"dog-whistle"であると批判されているものです。

メーン州における対立候補(無所属)を貶めるべく、実は民主党寄りだという主張の裏付けに”88%”という統計を持ち出したのですが、この「88」という数字が問題になっているものです。

知りませんでしたが、数字の8はアルファベットの8番目の文字Hと符合することから、「88」は「HH」、つまり"Heil Hitler"(ヒトラー礼賛)を意味するという、これまた、分かる人にしか分からないメッセージだと思うのですが、ほとんど符牒とでも言うべきもののようにも思われます。

browning of America

今日も米中間選挙に関する論説記事からの引用です。

共和党に対し数ポイント差でリードする民主党を牽制するトランプ大統領が持ち出すのは移民問題です。同氏の支持層である白人高齢男性を焚き付ける問題として移民ほど効果的なものはないからです。


(CNN) — "It's the economy, stupid." That famous phrase, coined by James Carville, one of Bill Clinton's strategists, was Clinton's guiding principle in his 1992 campaign to unseat President George H.W. Bush. This slogan reminded Clinton that the best way to win that election was to talk about the economy, since that issue moved voters. And it worked.

Flash forward to the 2018 midterm election and Donald Trump's guiding principle can be best summed up as, "It's the racism, stupid." Trump is playing on his supporters' worst fears of brown immigrants to scare them to the polls.

Trump gets that, so he's reverting back to playing on white anxieties regarding the browning of America -- which I like to refer to as racism. です。

"brown"は茶色、褐色というカラーのことですが、"browning of America"は「褐色化するアメリカ」などと訳されることが多いようです。

つまり、アメリカ国内において、黒人やヒスパニック系の有色人種が占める割合が多くなってきているということを指しています。

移民問題をテコに票を獲得しようとしているというのはほとんど真実のようです。

hung parliament

週明けの為替市場に関するロイター通信の記事から引用します。


SYDNEY (Reuters) - Asian shares were on the backfoot and the safe-haven yen rose on Monday amid fears of a global trade war, while the euro was choppy as investors worried Italy’s national elections could deliver an anti-establishment government.

Italian voters delivered a hung parliament on Sunday, flocking to anti-establishment and far-right parties in record numbers and casting the euro zone’s third-largest economy into a political gridlock that could take months to clear.

安心感のある円が買われ・・・、というようによく言われますけれども、引用した記事でもそのようです。

逆にユーロは変動が大きかったようですが、背景にはイタリアの国政選挙結果があるようです。

先週の新聞などで読んでいましたが、既存政党を批判するいわゆる大衆迎合型の党が支持を得て躍進しているという報道がされていました。結果、

が誕生したそうですが、この"hung parliament"については


a parliament in which no political party has a clear majority
(Merriam-Webster Dictionary)


という定義がされており、選挙の結果、どの政党も過半数を取ることができていない状態、を意味しています。

ネットで検索してみると、「宙ぶらりん議会」などという訳語が見えます。

日本では、衆院と参院で与野党が逆転している「ねじれ国会」がよく知られています。以前、"twisted leadership"という表現を取り上げました。

参院選: ねじれ国会再び ― twisted leadership

お祭り騒ぎの参院選が終わりました。結果は与党民主党の敗北となりましたが、参院と衆院で第一党が違ってくる、”ねじれ国会”がまたしても発生してしまったと、各紙が報道しています。

下記のWall Street Journalの見出しが目を引きました。

"twisted"は物理的な形容としても、”ねじれ”そのものですが、”ねじれ国会”という日本語の表現が、英語表現の"twisted"として採用されたのでしょうか?そう思って検索してみると、共同通信の英文記事に当たりました。


In the last upper house election in 2007, the then ruling coalition of the LDP and the New Komeito party lost control of the chamber and faced policy deadlock amid a divided Diet. Prime Minister Shinzo Abe stepped down two months after the election, citing bad health.
