charm offensive

"charm offensive"という表現をご存知でしょうか?

知らなかったら、そもそもそれが"charm offensive"という一続きの表現であることを理解するのに時間がかかるかも知れません。

私がそうだったのですが、以下の記事を目にして、タイトルからして何を言わんとしているのか全く分からずでした。


South Korea's Moon tries K-Pop and TV stars in China charm offensive

SEOUL (Reuters) - South Korean President Moon Jae-in will unveil an array of TV talent and K-Pop celebrities at events, including a state dinner, in China on Thursday as he attempts to smooth out a year of difficult diplomacy with a star-laden charm offensive.

South Korean celebrities, including some of those accompanying Moon, had been shut out of Chinese television and concert halls as relations cooled between the East Asian neighbours as they faced the threat posed by North Korea’s missile and nuclear programmes.

The thorniest issue was South Korea’s deployment of a controversial U.S. anti-missile system.

今日の朝刊の国際面で、韓国大統領が中国を初めて公式訪問するという記事を読んでいたのでコンテクストとしては分かっていましたが、記事のタイトルと文中に出てくる、"charm offensive"が何のことか理解できないでいました。

韓国は今年米軍からミサイル防衛システムを導入しましたが、そのことが中国との外交関係に影を落としているということがあります。そうした中での訪中ということになる訳ですが、何とか冷え切った中国との関係を緩和したいという思惑が韓国側にはあります。

"charm offensive"を辞書で引いてみたところ、ランダムハウス英和には載っていませんでしたが、Merriam-Webster(オンライン版)では、


a calculated campaign to use one's personal charm to gain favor or support


とあり、特に政治の舞台において、政治家が自らのカリスマ性などを巧みに用いて相手方の支援などを引き出す手腕であると解釈できます。

ネットを検索してみると"charm offensive"には「魅力攻勢」といった日本語訳が充てられているようです。

ここに来て初めて、"charm offensive"というのが、魅力(charm)による攻勢(offensive)という成り立ちであることが分かるのですが、"offensive"は形容詞ではなく、名詞ということになります。

もう少し他の用例も見てみたいと思い検索してみると、トランプ米大統領のアジア諸国歴訪を報じた記事で以下のようなくだりがありました。


President Donald J. Trump is wrapping up a whirlwind tour of Asia, visiting five countries in 12 days. The trip revealed much about Trump’s style of diplomacy – one that focuses more on his personal relationships with world leaders than diplomatic relations between countries.

Both democratic and authoritarian leaders have been wooed by Trump’s charm offensive. He has highlighted his warm feelings toward China’s President Xi Jinping and tweeted that he tries “so hard to be [North Korean leader Kim Jong Un’s] friend.”

トランプ氏の言動は「予測不可能」などと評されますが、ツイッター上で他国首脳を激しく罵ったかと思えば、対面では相手を持ち上げたり、そのようなスタイルが特徴的です。

米国第一主義を達成するための戦術として"charm offensive"を用いているということは考えられます。

結局のところ、"charm offensive"にしっくりくる日本語訳は思い浮かばないのですが、外交のコンテクストで言えば、正攻法ではない戦術に分類されるように思われます。

ところで、"charm offensive"が使われるコンテクストは政治に限りません。


Despite many of its services being blocked in China, Google has chosen Beijing as the location for its first artificial intelligence research center in Asia.

中国という共産主義大国が情報統制のためにインターネットの検閲を強める中グーグル社には逆風が吹いていますが、AI(人工知能)の分野で先端を行きたいと考える中国にとって、グーグル社が研究拠点を同国に据えることは歓迎すべきことでもあります。

つまりグーグル社にしてみれば、売込みの絶好のチャンスであり、"charm offensive"は売込み攻勢とも意訳出来るかもしれません。

debauchery

記事の引用からどうぞ。


A court in Egypt has reportedly jailed for two years a singer who appeared in a music video in her underwear while suggestively eating a banana.

Shaimaa Ahmed, a 25-year-old known professionally as Shyma, was arrested last month after the video sparked outrage in the conservative country.

On Tuesday, she was found guilty of inciting debauchery and publishing an indecent film, local media said.

The video's director was also sentenced to two years in prison in absentia.

エジプトの歌手に懲役2年の判決、というニュースなんですが、罪状は何かというと、


inciting debauchery


ということですが、"debauchery"って何でしょうか?

辞書を引くと、


肉欲にふけること、放蕩、ふしだら、道楽


などとあります。記事によれば問題の歌手が歌っているビデオの内容が問題視されたものであることが分かりますが、要はその内容が猥褻だったものと想像されます。

この"debauchery"という単語はあまりお目にかからない類の単語と思いますが、"debauch"という単語があり、こちらは文語で、人を誘惑する、堕落させる、などの意味があります。

語源を紐解くと、フランス語、さらにゲルマン語に起源があるそうですが、bauchというのは梁(beam)を意味しているそうです。

それがどういう訳か、人を誑かす、道を外させる、という意味(lead astray)になったようで、"debauch"のde-は離脱の接頭辞かとも思われますが、この辺りは定かではないようです。

"debauchery"が意味するところは、上記以外にもどんちゃん騒ぎといったものもあるのですが、これも「逸れる」、「(常軌から)逸脱する」という元の意味から来ています。

尤も、今回の引用記事を含めて、"debauchery"と言えば、猥褻性が含意されていることの方が多いようです。

daredevil

高層ビルの天辺で命綱も着けずにスタントを披露していた中国人の男性が過って転落死したというニュースです。

62階建ての摩天楼は40階までしか通常はアクセス出来ないそうですが、セキュリティをどうやってかいくぐったのか、最上階まで辿り着いて所謂「自撮り」をしていたようです。

男性は自称プロのスタントマンだったようです。数々のスタントに挑戦することで稼いでもいたようですが、死んでしまっては元も子もないというものです。

Wu Yongning, 26, who called himself “China’s First Rooftopper,” plunged from the Huayuan International Centre in Changsha, the capital of Hunan province in central China, on Nov. 8, AsiaWire reported.

"daredevil"というのは、向こう見ずな人、という意味です。

ご存知のように、"dare"という動詞に、敢えてやってみる、物怖じせずに取り組む、といった意味があります。また、けしかける、挑戦する、という意味でも使われます。

"daredevil"の-devilの部分については、「悪魔」ということになりますが、"daredevil"とは悪魔にチャレンジする、という捉え方と、ここでの"devil"とは単に人を指す意味での"devil"という捉え方の2つがあるようです。

to the tune of

昨日の新聞ではビットコインがついに200万円台のの値を付けたそうで、当ブログでつい先日100万円台を窺う値上がりという記事を話題にしたばかりだったので、急騰するビットコイン市場を改めて驚きを以って見ています。

素人は手を出すものではないように私自身は思うのですが、ビットコイン自体の仕組みは安全であるとされています。

それでも、下記に引用する記事によれば、多額のビットコインが盗難にあったという事件も発生している訳で、やはりという気もします。


A bitcoin mining service was hacked to the tune of $64 million this week, underscoring once again how the world of digital currency attracts scammers and thieves.

Such stories can scare off amateur investors who fear bitcoin isn’t just volatile, but that it’s insecure. This isn’t really fair to bitcoin. The reality is bitcoin is secure, and ordinary people can protect it without much effort. The real problem is not everyone understands how bitcoin works, which leads them to make choices that expose them to theft.

さて、引用記事の中で、


to the tune of


という表現が出てきます。

このフレーズを初めて見たのですが、研究社の大英和を引いてみると、


大枚(to the amont of)


とありました。

オンライン辞書などでも、“to the tune of”というフレーズで、“approximately”とほぼ同義などとありますが、Merriam-Websterでは、


informal — used to emphasize a large amount of money


とあり、単に概数という訳ではなく、その大きさ、特に金銭の高額さを強調した表現であるということです。

“tune”とはご存知の通り音楽用語で節回しや調子、メロディーのことを指しますが、“to the tune of”が何故金銭の高額さを表す表現として使われるようになったのかは、色々しらべてみましたが、謎です。

チル? ― chillax

最近の若者言葉に「チル」というものがあるそうです。今朝通勤電車でヤフーのニュースのヘッドラインを斜め読みしていて知りました。

この「チル」というのは動詞で、「カフェでチルしていました~」のような使い方がされるとありました。(日経トレンディネット)

どうやらリラックスするとか、くつろぐ、といった意味で用いられるようです。

「チル」は英語で”chill”で、ご存知のように「冷える」という意味ですが、”chill out”というフレーズがリラックスするという意味で用いられることから、若者言葉の「チル」に至っているようです。

ところで、少し前に英語の俗語表現に、


chillax


というものがあるということを知りました。これは、"chill"と"relax"のカバン語です。


I've hit 10,000 steps! My Fitbit is vibrating and digital fireworks are shooting across the tiny screen on my wrist. The only problem is I haven't even arrived at my office yet.

I hit the gym before I go to work, and think heck, if I've already logged that many steps, why not kick back and chillax the rest of the day? This is the first sign that something is awry on my quest to find out if wearable technology, or wearables, can actually make us healthier.

この"chillax"という単語はMerriam-Websterのオンライン辞書にも載っていて、びっくりしたことには初出は1999年ということですから、「チル」とは成り立ちはちょっと違うのかもしれませんが、意味合いはほとんど同じと言えるでしょう。
