NEW YORK CITY (WABC) -- The New York City Council voted Thursday to ban horse-drawn carriages, a move that will end an industry that has operated in the city since 1858.

The vote for Romanch's Law was 40 to 7 with two exemptions. The bill now heads to the mayor's desk, although it has passed with a veto-proof majority.

The law will phase out the industry by June 1, 2028.
(Kemberly Richardson. New York City Council passes law to phase out horse-drawn carriages by 2028. ABC7 News. October 23, 2026.)

Opposition to the measure has been fierce, with critics calling the bill unconstitutional because it would ban a licensed industry. Christina Hansen of TWU Local 100 said the legislation would harm both people and horses.

"This bill is deeply defective, it's offensive, it's a bill that will hurt people and hurt horses..." Hansen said.

The union says there are about 180 horses, roughly 150 active drivers and 68 carriage medallions.
(ibid.)

An emblem of registration for a taxicab

fringe

The oil-rich province of Alberta has rejected the pathway to secession and will remain part of Canada, landing a definitive blow to a fringe but loud campaign which sought support from the US.

About three quarters of voters chose to stay in Canada, while one quarter opted to hold a second vote on separation later as of early Tuesday local time, with around 86% of polling locations reporting, according to unofficial results posted by the province.

Monday’s result comes amid a rising tide of patriotism and unity in Canada as the country has rallied against US President Donald Trump’s tariffs and annexation threats.
(Alberta rejects secession referendum, chooses to remain part of Canada. CNN. October 21, 2026.)

a definitive blow to a fringe but loud campaign

Despite the overwhelming rejection, separatist leaders have said they turned a fringe cause into a movement that won't disappear.
(Alberta voters reject independence from Canada in victory for Carney. PBS News. October 20, 2026.)

Those members of a group or political party holding extreme views
(American Heritage Dictionary)

back of the envelope

A back-of-the-envelope calculation would suggest the taxes would be a roughly $1,000 annual increase per California household, but the tax foundation cautioned that most of the taxes target specific taxpayers and businesses.
(Josh Koehn. Gavin Newsom saddled Californians with $14B in new taxes in final years as governor: report. New York Post. October 20, 2026.)

Merriam-Webster Dictionary では、

done quickly to provide a rough estimate : not exact

"back of an envelope"という場合もあるようですが、コーパスでは"back of the envelope"が圧倒的に多いです。

hooch

WASHINGTON — In a boost for those who want to make whiskey in their bathtubs or gin in their kitchens, the Supreme Court announced Monday it will consider whether to strike down a long-standing federal ban on distilling spirits at home.

Although interest in the home distilling of hooch has continued despite the 150-year-old ban, advocates hope the court will remove the threat of criminal sanctions, which can include a fine of up to $10,000 and a maximum sentence of five years in prison.

For decades, people have been able to make wine and beer at home for personal use without any penalties.
(Lawrence Hurley. High spirits: Supreme Court to decide fate of federal ban on home distilling. NBC News. October 19, 2026.)

somniloquy

There’s a slew of bizarre behaviors during sleep, and while sleep talking may be the least unusual, it’s possibly one of the most common, with studies suggesting around 2 in 3 people exhibit the behavior.

Also known as somniloquy, sleep terrors, stress, medications and more can also cause sleep talking, affecting men and women equally.

However, a study published in the journal Sleep found that sleep talk is full of negative and vulgar words often directed towards another person, with nearly 10% of clauses containing profanity, with F-bombs appearing around 800 times more during slumber.
(Rachel Sacks. Scientists studied what sleep talkers said in their sleep — and found out who curses most. New York Post. October 18, 2026.)

lawyer

Amid questions about her legal credentials, White House press secretary Katie Zacharia said in an interview Thursday that she took the bar exam, though she didn't explicitly say she passed it.

Zacharia did not pass the bar exam in the United States, two people with direct knowledge of the matter told ABC News.

Zacharia, who held her first White House press briefing earlier this week, has described herself as a lawyer and President Donald Trump called her "an attorney" in a social media post last week announcing her role in his administration.
(White House press secretary Katie Zacharia did not pass bar exam: Sources. Yahoo! News. October 16, 2026.)

Legal experts told the Times that it's debatable whether a law school graduate can describe herself as a "lawyer" before she passes the bar. But she cannot call herself an "attorney" — someone who is licensed to practice law and give legal advice — nor can she serve as a "general counsel" or as an "associate" at a Chinese law firm, they added.

Zacharia told Real America's Voice that she was "very careful about how I executed this and I never came across as somebody who was an attorney-at-law."
(Trump called Katie Zacharia an 'attorney,' but she didn't pass the bar exam. Who is the new White House press secretary? Yahoo! News. October 16, 2026.)

put someone through the wringer

Many aspiring applicants who subject themselves to McKinsey & Co.’s notoriously grueling hiring process now risk facing a demanding AI bot.

A McKinsey partner told the Wall Street Journal that the consulting giant – known for recruiting young Ivy League grads to help solve problems faced by cities and companies – plans to put candidates through the ringer with an AI simulation of real world problems.
(Emily Lang. McKinsey job applicants are facing off with an AI ‘mayor’ to test their wits, new twist in challenging process. New York Post. October 14, 2026.)

put candidates through the ringer with an AI simulation of real world problems

put (someone) through the ringer

put (someone) through the wringer

TOKYO (Kyodo) -- Japanese Prime Minister Sanae Takaichi said Tuesday she "will not hesitate" to dismiss farm minister Kazuo Yana "if illegality is found" in connection with allegations against him, amid growing pressure from opposition parties for his resignation.

The remarks come as Yana is under fire following media reports since late September that he told supporters in his constituency in May that road budgets had been drastically cut for two municipalities whose mayors supported his rival in the February general election.

Takaichi also said at a House of Representatives session that Yana's remarks were "deeply inappropriate" and "quite honestly, lame," adding that she will "carefully consider whether he is fit to continue overseeing administrative management."
(Japan PM won't hesitate to sack farm minister if illegality found. The Mainaichi. October 14, 2026.)

Tokyo, Oct. 13 (Jiji Press) -- Japanese Prime Minister Sanae Takaichi on Tuesday mentioned the possibility of replacing embattled agriculture minister Kazuo Yana for the first time.

At a House of Representatives Budget Committee meeting on Tuesday, Takaichi described Yana's remarks as "inappropriate and really lame" and said, "I will give serious thought to whether he should be allowed to continue his role in government management."
(PM Takaichi Mentions Possibility of Replacing Embattled Minister Yana. Nippon.com. October 13, 2026.)

"deeply inappropriate" and "quite honestly, lame"

plum

President Donald Trump said Monday he is considering dismissing Kimberly Guilfoyle from her position as US ambassador to Greece after a string of reports about alleged misconduct, saying he is “not happy” about the situation.

Guilfoyle has remained close to the Trump family. After her breakup with Donald Trump Jr., she received the plum assignment in Greece.
(Trump says he’s considering firing Kimberly Guilfoyle and is ‘not happy’. CNN. October 12, 2026.)

etiology

On 2 October 2026, WHO became aware through media reports of the death of an employee of the Irkutsk Antiplague Research Institute (APRI) of Siberia and the Far East, the Russian Federation. According to these reports, the individual died on 2 October following hospitalization for severe pneumonia on 29 September, and pneumonic plague was suspected as the cause of death, following occupational exposure in laboratory settings. Following requests for verification from WHO, the National Focal Point for the International Health Regulations (2005) (NFP) of the Russian Federation confirmed the death and informed WHO that no case of plague had been registered recently in Irkutsk Oblast, that preventive and control measures had been implemented in accordance with national sanitary legislation, and that the laboratory testing of contacts detected no high-threat pathogens.

Based on the information provided by NFP, WHO has not identified evidence of ongoing transmission associated with this event. However, confidence in the assessment remains limited by the absence of a confirmed etiological diagnosis, and the remaining uncertainty regarding the source and mode of exposure.

As the etiology of the fatal illness remains undetermined, further investigation of available clinical specimens and epidemiological information should continue, as appropriate.
(Pneumonia of undetermined etiology - Russian Federation. Disease Outbreak News. WHO. October 10, 2026.)

rhinestone

Michael Jackson’s legendary gloves, loafers and “Thriller” jacket are headed to auction — with the iconic items estimated to fetch well over $1 million.

Los Angeles-based Julien’s Auctions on Wednesday unveiled four pieces worn by Jackson ahead of a December auction in Abu Dhabi.

The items on offer are rhinestone-studded glove and loafers the King of Pop donned when he debuted the Moonwalk on the 1983 “Motown 25” TV special, as well the red-and-black leather jacket and loafers he sported in the “Thriller” music video.

price-fixing

Japanese officials have raided the country's biggest beer makers over allegations they worked together to raise the price of their beverages.

Asahi, Sapporo, Kirin and Suntory Spirits confirmed to the BBC that their premises had been searched by the Japan Fair Trade Commission (JFTC), adding that they would fully cooperate with the regulator.

According to the Japan Times, the investigation centres on the companies raising their prices in April last year and in October 2022.

All four companies announced increases, citing the rising cost of raw materials as well as other factors such as energy and transportation.
(Osmond Chia. Japan beer giants raided over alleged price-fixing cartel. BBC News. October 8, 2026.)

McDonald’s is at the center of a proposed class-action lawsuit alleging the fast-food giant uses an AI-powered pricing system to coordinate menu prices among its independently owned restaurants.

The lawsuit, filed Oct. 2 in federal court in Chicago, accuses McDonald’s of violating U.S. antitrust law by using non-public sales and pricing information from its restaurants to recommend menu prices. The complaint alleges the system allows franchisees, who otherwise set prices independently, to share information through a centralized pricing platform.
(Anthony Thompson. McDonald’s sued over alleged AI-powered menu price-fixing. USA TODAY. October 7, 2026.)

Eighth Amendment

NASHVILLE, Tenn. (WSMV) - Christa Pike is “conscious, speaking, and continues to receive critical medical care” nearly a week after her botched execution, her attorneys said on Tuesday.

Pike, who is convicted for the 1995 torture and murder of Colleen Slemmer, was supposed to be executed via lethal injection in Tennessee last Wednesday. However, after receiving two doses of what should have been lethal amounts of pentobarbital, she survived.

Whether the state can proceed with another execution attempt remains to be seen.

“Given what we know now, how she responds to lethal injection, and given what happened to her, Christa Pike’s lawyers have a pretty good argument that it would be a violation of the Eighth Amendment to execute her using [lethal injection],” Vanderbilt Law School professor Christopher Slobogin told WSMV4.
(Li Cohen. Christa Pike ‘conscious, speaking’ nearly a week after botched execution: ‘Her recovery is medically unprecedented’. WSMV4. October 7, 2026.)

Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.

A longtime chef for the famous Japanese restaurant chain Nobu was killed over the weekend in Malibu, California, when a teen driver crashed into his parked vehicle, where he was sleeping while waiting for his shift to start.

The California Post reported that the teen driving the Range Rover in Uchimiya’s case on Saturday veered across the road’s fog line, which separates the traffic lane from the shoulder – and hit the chef’s car.
(Edward Helmore. Nobu chef killed by teen driver who crashed into his parked car in Malibu. The Guardian. October 5, 2026.)

veered across the road’s fog line

goober

WASHINGTON — Verbal sharpshooter Sen. John Kennedy kept the door open to a 2028 presidential run and defended Sen. Tom Cotton from President Trump’s wrath over his blocking of the Sunshine Protection Act.

“My plans right now are to run for re-election, but as I’ve said before, if I don’t think I can be effective in the Senate anymore, I would consider it,” the 74-year-old told NBC’s “Meet the Press” on Sunday.

“I haven’t made a decision. If a bunch of, on my side of the aisle, if a bunch of goobers run, and I think they’re goobers, and one of the goobers might win, and I think I could do a better job, I would consider running.”
(Ryan King. Sen. Kennedy floats 2028 prez bid if ‘a bunch of goobers run’ — as he goes after Trump. October 4, 2026.)

goobers

pinky-swear

President of the United States"が、"

ON TUESDAY, EXECUTIVES for Google, Anthropic, Meta, OpenAI, xAI, and Nvidia all signed “The White House Accord on Super Intelligence,” which was announced following a luncheon held by President Donald Trump.

The effort was an act of “tremendous self-regulation,” as Trump put it, but the agreement is not the sweeping AI regulation that people inside the companies themselves have been asking for. And while failing to honor these public commitments could count as illegally lying to consumers, even that wouldn’t be enough to trigger massive reforms.
(Maddy Varner. Trump’s AI Safety ‘Accord’ Is a Fancy Pinky-Swear. Wired. September 30, 2026.)

pinky-swear

badonk

A brown bear known as 89 Backpack has won the annual Fat Bear Week competition, after what the US National Parks Service described as a "battle of size, skill, snack acquisition, and strategic loafing".

Backpack's wideness narrowly defeated a bear known only as 910, earning 103,344 votes to 910's 98,253 in the final round of the competition, which is run by the Katmai National Park in Alaska.

The National Parks Service thanked the 16 bears who "involuntarily participated" in the competition, now in its thirteenth year.

Backpack, who was described by one supporter as having both the "chonk and the badonk", will shortly enter hibernation, which can last up to six months.
(Helen Sullivan. 'Backpack' declared Alaska's Fat Bear Week winner. BBC News. September 30, 2026.)

the "chonk and the badonk"
