ニューヨークはチャイナタウンの近く、盗品や偽ブランド品を売る露天商で賑わう界隈があるそうですが、警察当局が取締りに本腰を入れているとの内容です。しかしながら、売る方も生活がかかっていると見え、摘発が入れば逃げ、ほとぼりが冷めた頃にまた戻ってくる・・・。そういう事が繰り返されているというものです。

いわゆる、「いたちごっこ」の状況です。

英語では、

cat-and-mouse

と表現されています。引用記事の冒頭で使われていますが、この箇所をいたちごっこと訳すのが適当でしょう。

辞書で"cat-and-mouse"を引いてみると、以下のような定義が見えます。

1. Playfully or teasingly cruel, as in prolonging the pain or torment of another: the cat-and-mouse tactics of the interrogators.

2. Of or involving a suspenseful and sometimes alternating relation between hunter and hunted: "another cat-and-mouse thriller" (New York Times).

behavior like that of a cat with a mouse: such as

a: the act of toying with or tormenting something before destroying it

b: a contrived action involving constant pursuit, near captures, and repeated escapes

いずれの辞書も、1番目の定義には猫がネズミをなぶりものにする習性に関連する意味合いを置いていますが、2番目の意味として、猫がネズミを追い、ネズミは逃げる、その繰り返し、という意味を挙げており、これが日本語の「いたちごっこ」に当たると考えられます。

このような猫とネズミの関係は日本と海外とで変わるものではないと思いますが、日本語の「いたちごっこ」は何故イタチなのでしょうか？

手元にある広辞苑を引いてみると、この表現は江戸時代の子供の遊びに由来するものだそうです。

「いたちごっこ、ねずみごっこ」と言いながら、手の甲をつねり、左右の手を重ねていくという遊びだとの説明があります。同じような動作を繰り返しながら、終わりが無い、ということから現在我々が言う「いたちごっこ」の意味になったそうです。

英語と日本語、ネズミは同じで、猫とイタチだけの違いですね。

ネズミもイタチも家屋に棲みついて天井裏などを荒らす害獣とされるようです。「いたちごっこ、ねずみごっこ」は害獣としてのイタチ、ネズミの被害が繰り返されて果てしないことを言ったものでしょうか。

一方で、英語の"cat-and-mouse"は追うもの（cat）と追われるもの（mouse）の対比です。

果てしのない繰り返しはむしろ、ネズミのしぶとさにあるかも知れません。
