終わってみれば祭りの後、です。あまり興味は無いのですが、取り敢えず記事の引用です。

各界の名士が招待された壮大なパーティーは着座ではなく、ビュッフェスタイルの食事だったそうで、ご馳走に与るのに列に並ばなくてはならず、総じて不評だったようです。どうでもいいのですが。

の略語で、やり過ぎ（の）、大袈裟な、という意味合いで使われます。

物事には限度とかちょうど良い加減というものがあります。限度（top）を超えてもまだ飽き足らず更に多くを求める、というような意味合いでしょうか。

OTTと略語にして使うのはオーストラリア英語に多いようです。
