Hatoyama appoints DPJ heavyweights
Japan’s incoming prime minister has picked one of his Democratic party’s most influential politicians as foreign minister in an effort to send a reassuring signal to the US and other international partners.
Yukio Hatoyama, who last month led the DPJ to a historic victory over the ruling Liberal Democratic party, told reporters at the weekend he intended to appoint Katsuya Okada, the party’s secretary-general, as foreign minister.
Separately, Mr Hatoyama over the weekend picked Naoto Kan, a former leader of his Democratic Party of Japan, as deputy prime minister and head of the national strategy bureau, a new body intended to seize control of policy from Japan’s bureaucracy.
(Financial Times. September 6, 2009.)

Windows 7 is the best operating system offering from Microsoft (MSFT) in many years, so when it hits the market on Oct. 22, folks who bought PCs anytime in the past three years or so should be prime candidates for an upgrade. But a lot of them are likely to find the upgrade process surprisingly frustrating.
If you are running Windows XP or any flavor of Vista, which is to say virtually any PC, you qualify for Microsoft's discounted upgrade pricing. The cost varies with the operating system you're coming from and the version of Win7 you're moving to, but the most common jump, from Vista Home Premium to Windows 7 Home Premium, will set you back $120.
(Windows 7: Upgrading Can Be Hard to Do. Business Week. September 2, 2009.)

Google outage setback for business email pitch
BOSTON (Reuters) - Google Inc's efforts to persuade businesses to buy its email services suffered a setback this week after a highly publicized outage shut down accounts of millions of corporate customers for almost two hours.
The outage -- one of several in the past year -- underscored fears that Google's email, still lagging Yahoo Inc's in market share -- is not stable or reliable enough for corporate users.
(Reuters. September 2, 2009.)
career setback(左遷)
She also says the suspect recently " had a career setback that challenged his high ambitions and left him angry and depressed.
(Time. 2002.)
economic setback(景気後退)
Hashimoto claims that he will stake his political future on change, but the question is how much, how fast. Six years into the hard lessons of Japan's economic setback, that question is still unanswerable. Says Minoru Makihara, president of Mitsubishi Corp.
(Edward W Esmond. The bottom line on Japan. Fortune. 1997.)
election setback(選挙での敗退、政治的敗退)
Stock prices tumbled in Frankfurt after Chancellor Kohl's party suffered an election setback.
(CNN Moneyline. 1990.)

Regulators open inquiry into wireless industry
WASHINGTON (Reuters) - U.S. regulators launched an inquiry on Thursday into competition in the wireless industry, a step that could lead to probes of other sectors.
The Federal Communications Commission issued a notice of inquiry as part of a congressionally mandated annual assessment of the industry, which is dominated by Verizon Wireless, AT&T Inc, Sprint Nextel Corp and T-Mobile, a unit of Deutsche Telekom AG.
Verizon Wireless is a joint venture between Verizon Communications Inc and Vodafone Group Plc.
The inquiry comes as the FCC is examining exclusive deals between handset makers and carriers, such the one making AT&T the sole U.S. service provider for Apple Inc's popular iPhone.
Exclusive deals are common among the biggest carriers but have recently faced strong opposition from rural carriers, which say they lack the clout to make deals to carry the most popular phones.
FCC Chairman Julius Genachowski said the agency is seeking data on how competition affects consumers. He also said the wireless inquiry could lay the foundation for future questions in other sectors such as cable and broadband.

(3) ― cockeye
"The old people have no place to go," he said. "Every morning, I exercise in the park and then come here. I don't want to stay home. " A 78-year-old man with a cap set cockeyed on his head heard this and began ranting: "Everyone comes here to lose."
(New York Times. 2004.)
I' ve never heard such a cockeyed story like that in my life.
(NBC Dateline. 2009.)
