といった訳語が書かれています。"tried"とは、動詞"try"の過去分詞で、”試された”ということですが、”試された”結果、有効である、また信頼できる、と結論された、という含意があります。

さて、下記の記事を引用しますので、"tried-and-true"を解釈してみてください。


Among the casualties of the magnitude 9.0 earthquake on March 11 were modern communications networks, which proved surprisingly vulnerable. Millions of people in eastern and northern Japan, including Tokyo, lost some or all cellphone service. A total of 1.3 million land lines and fiber-optic links also went dead.

東日本大震災では、発生直後から携帯電話は言うまでもなく、固定電話も通じにくい状況が続き、これらのインフラの災害時の脆さが浮き彫りになりました。

人々は自然、携帯などの最新のコミュニケーション手段よりは、”従来の”サービス、つまりラジオや新聞、人伝えのコミュニケーションに頼るようになりました。

"tried-and-true"は、辞書通りは、実証済みの、という意味ですが、平たく言えば、”（インターネットとか携帯とかいうような）目新しい”技術、インフラではなく、”（古くから使いこなされてきた）従来の、従前の”技術、インフラ、という意味で用いられていると言ってよいのではないでしょうか。

ここでは、技術やインフラを、”最新のもの”と”従前のもの”と二元的に捉えている訳ですが、"tried-and-true"は後者に相当すると言ってよいかと思います。
