下記に引用する記事は、先月も取り上げましたが、ロシアの元スパイだった男性とその娘がイギリスで毒殺されかけた事件に関連するものです。
その後容疑者と思しきロシア人がイギリス政府により公表されましたが、その続報です。

この"Downing Street"はロンドンのダウニング街のことであり、地名には違いありませんが、英国外務省がある場所であり、つまりは英国外務省やその関係者を指す表現として使われています。

アメリカ・ニューヨーク郊外で悲惨な交通死亡事故が発生したという記事からの引用です。
誕生日パーティーの会場に向かっていたリムジンバスが停車中のSUVに突っ込み、歩行者2名を巻き添えにして、乗客17名と運転手も死亡、死者20名という大惨事です。

記事の現場周辺地図によるとちょうどT字路のようになっている交差点が事故現場のようですが、
the limo plowed through a stop sign and crashed into a parked SUV
と表現されており、一時停止標識を無視したのかは分かりませんが、交差点の先にある停車中のSUVにそのまま突っ込んだようです。
ここで使われている動詞"plow (through)"なのですが、"plow"は鋤のことで、農耕の道具です。
雪かきをするという意味で使われることもありますが、交通事故記事でのこの"plow"には、

という意味があり、障害物に突っ込んで行くというような意味があります。
さらに、Oxford Dictionaryのオンライン版では、

先日も取り上げた、セクハラ疑惑に揺れる米国最高裁判事の指名騒動ですが、まだまだ収まる気配がありません。
これを書いている今日現在では既にKavanaugh氏が最高裁判事へ任命されてしまいましたが、指名の是非を決める採決前には共和党関係者の自宅前などでデモが行われました。

記事中のビデオクリップでデモの様子が分かるのですが、本文中にもあるように、抗議する人たちがビールの缶を片手に持って、
chug
という言葉を連発しながら、抗議の行進をしています。

2回目の米朝首脳会談が取り沙汰される中、米国務長官が訪朝し、金委員長と会談したニュースが邦紙でも大きく取り上げられています。
非核化の具体的な進展が見られないとの批判に対して、見返り無くして先に動くことはないと牽制する北朝鮮ですが、膠着状態から脱却できるのでしょうか。
SEOUL, South Korea — Secretary of State Mike Pompeo said that in his meeting with Kim Jong-un on Sunday, the leader of North Korea had agreed to allow inspectors into a key nuclear testing site that the North has claimed it blew up, a down payment on the country’s commitment to denuclearize the country.
Mr. Pompeo, whose planned trip to the North in August was canceled by President Trump because of a lack of progress, described his few hours on the ground in Pyongyang, the capital, as a “good trip.”

ところで、引用した記事で、”down payment”という表現が使われています。
“down payment”というのは「頭金」、つまり何か大きな買い物をする時に、購入の意思表示として総額の一部を先に支払うことですが、

北朝鮮は核兵器廃絶と引き換えに自国の体制保障を求めているわけですが、その大きな取引にあたって支払う対価がつまり核兵器等の製造設備の廃絶であると解釈できます。
その第一歩（a down payment）としての核査察受入なのだと理解しました。
ところが、記事では続いて以下のようなくだりがあるのです。

ここで、”the first step (toward the denuclearization)”と出てきます。ここでは、核兵器や弾道ミサイル等、またそれら製造設備の一覧、を指しているのですが、それらについては会談で取り上げられなかった模様です。
つまり、米側が求めている”the first step”は得られていない訳で、記事冒頭の”down payment”と矛盾するように思われました。
そうなりますと、”down payment”が指す内容については「核査察の受入」ではなくて、北朝鮮が核実験場のトンネル入り口を爆破したこと、であると解釈するのが適当であると思われます。
まさに「第一歩」の解釈が問題になる訳で、日朝両国でどちらが先に譲ることになるのか、2回目の首脳会談の行方が注目されます。
