トランプのゲームに由来する表現です。
"board"とはゲームをする台のことで、台の上で（above board）、相手のプレイヤーに隠すことなくプレイすることから、公明正大、という意味に発展したようです。反対にカードを台の下で、相手に見えないところで操るのはイカサマの始まりです。
