ロシアのプーチン大統領、中国の習近平国家主席、そして日本の安倍首相にスポットライトが当てられています。

日本は北方領土返還交渉もあって、ロシアとの駆け引きが注目されています。

引用した記事の文中に、


Japan... has a strong bargaining chip in keeping trade and business with Russia


という箇所がありますが、ここで"bargaining chip"という表現に着目したいと思います。

辞書で引くと、


（交渉の）切り札


という訳が載っていました。

"bargain(ining)"は交渉、チップはルーレットなどのゲームで賭け金の代わりにテーブルに置くプラスチック製の札のことです。

ゲームで勝つために場に差し出すのが賭け金であるチップですが、全部相手に持って行かれるのか、あるいは勝ってこちらのものになるのか、というところです。

もう1つ用例を見てみましょう。

この例では、"regard ~ as a bargaining chip"という形になっていますが、このほか"use ~ as a bargaining chip"などのパターンが見られます。
