hit the ground running

日本の新しい首相が誕生しました。

持病のため辞任した安倍首相の後任となる自民党総裁選挙が昨日、9月14日月曜日に行われ、官房長官の菅氏が他の候補者2名を抑えて圧勝しました。

海外メディアも大きく報じています。


TOKYO — Yoshihide Suga charted an unlikely course to the cusp of Japan’s premiership.

While most leading Japanese lawmakers come from elite political families, Mr. Suga is the son of a strawberry farmer and a schoolteacher from the country’s rural north. He is known more for expressionless recitations of government policy than flashes of charisma. And at 71, he’s even older than Shinzo Abe, who suddenly announced in late August that he was resigning as prime minister because of ill health.

Yet on Monday, Mr. Suga, the longtime chief cabinet secretary to Mr. Abe, was overwhelmingly elected as leader of the conservative Liberal Democratic Party during a conclave at a luxury Tokyo hotel. The party has governed Japan for all but four years since World War II and controls Parliament, virtually assuring that Mr. Suga will be elected prime minister during a special session this week.

ニューヨークタイムズ紙の記事から引用しましたが、その最後のところで、


He will have to hit the ground running.


とあります。この"hit the ground running"というのはいわゆる慣用句で、


（新しい事業などを）（準備段階を終えて）本式に活動を開始する
（ランダムハウス英和辞書）


という意味だそうですが、知りませんでした。

手元にあるCollins Cobuild Dictionary of Idiomsには下記のように載っています。


If you hit the ground running, you start a new activity with a lot of energy and enthusiasm, and do not waste any time.

また、例文に挙げられているものに以下のようなものがありました。


The last thing we want is to have someone who really does not have experience in that field, someone who needs on-the-job training. Instead, we need someone who can hit the ground running, who has background and experience.

先に引いたランダムハウス英和の定義からはちょっとだけニュアンスが違うように思いました。特に上記の例文からは即戦力というような日本語も思い浮かびます。

そもそも、"hit the ground running"とは何を言わんとしているのでしょうか？

こういった慣用句の字義通りの意味を分析するのはナンセンスな気もするのですが、"hit the ground"という部分と、随伴する状況としての"running"という構成と考えるべきなのでしょうか？

色々と調べてみますと、どうやらそう解釈するのが妥当なようで、"hit the ground running"というのは、動いている列車から飛び降りるような行為を指すものと考えられるようです。

つまり、目的地で一旦停止してから下車する、というのではなく、目的地を通過しようとしている列車など、動いているものから飛び降りる、つまり即座に次のアクションへと移る、ということであり、故に、間髪おかず始動する、というような意味になったものと思われます。

菅新総裁（新首相）に関して言えば、いわゆる政治空白というのは許されないというような発言をしていますから、官房長官としてこれまでの経緯を熟知した上で、安倍首相の路線を引き継いで、新しい内閣を組閣して本格始動することになるであろう、というようなことを言わんとしているのでしょう。
