かねて報じられているように、米国内ではパレスチナを支持する世論も大きく、これを受けてか、ホワイトハウスはイスラエルへの軍事支援を縮小する予定があるというような噂までが出ている模様です。

ここでの、"waffle (on)"は躊躇する、決断出来ない、決心がぐらついている、というような意味です。

"waffle (on)"のこのような意味合いはwaffという擬声語から来ているそうで、金切り声、犬がキャンキャン鳴く声だということです。そこから無駄口を叩く、とか、意味の無い事を述べつ幕無しに喋る、という意味で用いられるようになり、言い訳がましい言動、つまり煮え切らない態度を取ることを指すようになったようです。
