米国がイランへの軍事攻撃に踏み切ったことで中東情勢が不安定なことになっていますが、ホルムズ海峡が事実上の封鎖となり、原油価格への影響が早くも出始めています。

日本では高市首相が非常備蓄を放出しガソリン価格の激変を緩和する措置を取ると表明しました。

米国内においても店頭のガソリン価格が上昇し始めているとのことですが、米政府は「一時的なもの」とコメントし、国民、消費者の不安を払拭しようとしているようです。

以下引用する記事では、米エネルギー省長官のコメントが取り上げられていますが、現時点で見られるガソリン価格の上昇を、

fear premium

を反映したものだと言っているものです。

US Energy Secretary Chris Wright sought to counter market warnings about an extended Middle East war, saying global energy supplies are sufficient and the surge in oil prices reflects a “fear premium” that won’t last.

Wright joined President Donald Trump in arguing that the US-Israeli war with Iran will only temporarily disrupt of markets and ship traffic, saying the timeline “in the worst case” is a matter of weeks, rather than months.

“The oil is there,” Wright said Sunday on CNN’s . “You’re seeing a little bit of fear premium in the marketplace. But the world is not short of oil today or natural gas.”

"fear premium"とは変わった表現ではないでしょうか？

そもそも「プレミアム」なるカタカナ語は分かり難く、また消費者を欺く表現ではないかとすら小生は思っているのですが（以前取り上げた、freemiumをご覧ください）、英語の"premium"も辞書を引くと実に様々な意味合いで用いられることが分かります。

今日取り上げるのは"fear premium"ですが、モノやサービスの価格、値段のことをいう「プレミアム」と恐怖（心）を指す"fear"の取り合わせは奇異に感じられました。

"premium"の意味を改めて辞書で確認すると（Merriam-Webster Dictionary）、

a high value or a value in excess of that normally or usually expected

とあるのは、やはり通常、一般的に考えられるよりも高い、という概念であり、また形容詞の意味として、

of exceptional quality or amount

とあるのは、（価格に限らず）程度などが例外的である、という意味合いの形容表現（形容詞）だと解釈できます。

そうしますと、"fear premium"とは原油供給不安や価格上昇に対する消費者の恐怖心というものが過剰である、ということを言わんとしているものかと思われました。この解釈だと"premium"は"fear"の後に置かれた形容詞ということになりそうです。

ところが、以下の用例を読みますと、

Concerns about war with Iran, fanned by elections in both countries, have taken prices up from $75 in the fall. This is why I have been smashing every $6 rally in oil, advising readers to go short. My oil industry friends tell me this fear premium has added $30-$40 to the price of crude.

"premium"とは通常の価格に上乗せされる追加料金という意味合いの名詞であると考えられます。つまり、"fear premium"とは供給不安がもたらす価格上昇（通常であれば無いはずの追加料金）ということになるかと思います。

ブルームバーグ紙（日本語版）では「恐怖プレミアム」となっています。何と訳すのが適当かという疑問はありますが、どう解釈すべきかという点の方がややこしいようにも思われました。
