シリア攻撃：オバマ大統領、決定先送り ― pass the buck

シリア情勢から目が離せません。アメリカはシリアのアサド政権による化学兵器使用を断定し、武力攻撃開始が秒読み段階であるかのようにも報道されていますが、ここに来てオバマ大統領が米議会の承認を求めるとの姿勢に転じたようです。


WASHINGTON — It's now up to Congress to put up or shut up.

In passing a high-stakes buck on Syria to Congress, President Obama on Saturday made a shrewd, if very belated, political move.

He's making virtue out of dissent-filled necessity.

Americans are dubious about military action in Syria, even given the horror of the government's chemical weapons attack on its own citizens. And a rambunctious Congress has bristled at what it has claimed was a needlessly unilateral action Obama was about to take.

So, presto, he'll now present his evidence to Congress and let them decide.

It takes a significant burden off him and inevitably deflects some of the potential very negative consequences to the 535 members of the House and Senate.

"pass the buck"というフレーズを今日は取り上げます。辞書を引くと、


責任転嫁をする、責任逃れをする


という意味が載っています。

ここで"buck"とは、"buckhorn knife"と呼ばれる、トランプのポーカーゲームで次のディーラー（親）を示すのに使われていたナイフを指しているそうです。つまり、このナイフ（が置かれている、刺さっている席？）が次に親になるプレーヤーを示しているという訳です。

このナイフを隣のプレーヤーに回す（pass）ということが、責任の転嫁、という意味に発展したようです。

American Heritage Dictionaryでは、"buck"の動詞の意味として、


To pass (a task or duty) to another, especially so as to avoid responsibility


という説明が見られます。なるほど責任転嫁、責任逃れ、といった批難の意味合いがありそうです。

この成句ですが、次の掲げる記事では形容詞的にも用いられています。


The Syrian government mocked Obama's pass-the-buck decision, calling it "the start of the historic American retreat" in its state-run newspaper, Al Thawa.

ところでこのニュースを邦紙がどのように伝えているのか興味があったのでいくつか見てみました。

このように、“責任転嫁”というような表現を使っているものは見られず、敢えて批判的に伝えていないようにも思えます。

個人的には“先送り”という表現が、"pass the buck"の"pass"の雰囲気をよく表しているのではないかと思いました。
