"shoestring budget"という表現を初めて見ました。

"shoestring"とは靴紐のことですが、辞書を引くと靴紐を買うくらいのごくわずかなお金、という意味で使われるということで、"shoestring budget"とは、ごくわずかの予算、というくらいの意味になります。
