昨日の話題と関連しますが、トランプ大統領の支持率が急降下していることについて、各種メディアが伝えています。

新型コロナウィルス感染症や黒人差別反対デモへの対処のまずさが影を落としているようです。


The coronavirus pandemic, a severe economic downturn and the widespread demonstrations in the aftermath of the death of George Floyd in police custody would pose a serious political challenge to any president seeking re-election. They are certainly posing one to President Trump.

His approval rating has fallen to 13.2 percentage points under water among registered or likely voters, down from negative 6.7 points on April 15, according to FiveThirtyEight estimates. And now a wave of new polls shows Joe Biden with a significant national lead, placing him in a stronger position to oust an incumbent president than any challenger since Bill Clinton in the summer of 1992.

というくだりがありますが、この"under water"という表現が引っ掛かりました。

支持率が下がっていることを伝えているのは明らかですが、具体的には13.2％下がったとしているところ、敢えて"under water"という表現にはどのような意味合いがあるのだろうと疑問に思った次第です。

そこで色々調べてみると、辞書には載っていないようなのですが、この表現は政治指導者の支持率、不支持率に関してしばしば用いられる表現らしいということが見えてきました。

同じく、コロナウィルス対策（のまずさ）がトランプ氏の支持率に与えた影響を報じるニュース記事では、以下のようなものがあります。

この記事では、"under water"ではなく、1語の"underwater"となっている点は異なりますが、意味合いは同じようです。

その具体的内容はというと、ミシガン州など、大統領選でキーとなる4州におけるトランプ氏の支持率は45%と低く、不支持率が平均して50%であった、という内容です。

支持よりも不支持が勝った、という事態を報じたもので、"underwater"とはつまりそのような意味合いかと思われました。

下記も同じく、トランプ氏の支持率と不支持率が、今年の3月1日以降初めて、逆転に転じたことを報じるコンテクストで、"underwater"と表現しています。

最後に、今となっては古い記事ですが、オバマ前大統領の支持率に関する記事でも使われています。


Something remarkable just happened to Barack Obama's poll numbers: For the first time since September 2013 -- over 450 days ago -- as many people approve of his job performance as disapprove.

Politicians generally hope to be "above water," having more people approve of your work than disapprove. The converse, naturally, is to be "under water," flailing and gasping for breath and, more often than not, sinking. Since September 2013, Obama has been underwater in Gallup polling, with more people saying he's doing a bad job than saying he's doing a good one. Until Gallup's most recent data, out on Tuesday (and aggregating responses from the last three days of polling). At this point, 48 percent of Americans approve and 48 percent disapprove of Obama -- not exactly fantastic, but better than he's been.

この記事を読んでようやく得心するに至ったのですが、やはり支持率と不支持率の関係に着目した表現だということが分かりました。

また、支持率が不支持率を上回っているならば、それは"under water"ならぬ、"above water"ということになるわけです。

泳いでいる時のイメージですが、水中にあっては（under water）自由に呼吸ができず、やがて苦しくなって空気を求めて喘ぐ状況となります。不支持率が支持率を上回れば、それは候補者を不利にし、やがては首を絞めることになりますが、例えとして面白いですね。

水面から浮き上がり（above water）、自由に呼吸できる状況、支持率が不支持率を上回っていれば、安心です。（所詮は数字の上の話ではありますが。）
