日本ではまだ梅雨明けしておりませんので少し先の話となりますが、ニューヨークではプール開きしたそうです。

アダムズ市長自ら市内にある50の公共プールのオープンを宣言したものの、数時間後に閉場、客の長い待ち行列が発生したとあります。

何が起こったのでしょうか？

プールの監視員が不足しているために、閉場を余儀なくされたもののようです。

記事のタイトル、また以下のくだりで、"belly-flop"という表現が使われています。

"belly-flop"というのは水泳の飛び込みで腹打ち飛び込みと言われるものです。

水泳の心得のある方にはすぐ分かると思いますが、飛び込みでスマートなのは伸ばした腕の先から脚の爪先まで、水面の1点を通るように水中に入るものです。水中に入ってからは飛び込みの推進力により、勢いを得て進みます。

これに対し腹打ち飛び込みというのは、体の前面、腹（belly）を水面に打ち付ける格好となり、推進力は削がれてしまいます。つまり、無様で不恰好なことになるのですが、そうしたことから、

a complete and often painful or embarrassing failure

(Merriam-Webster Dictionary)

という意味合い、要するに失敗という意味で使われます。

内容がプール開きの話ということで、しゃれを意識したコトバの選択ですね。
