"wedge issue"というのは、

A sharply divisive political issue, especially one that is raised by a candidate or party in hopes of attracting or disaffecting a portion of an opponent's customary supporters.

(American Heritage Dictionary)

と定義されており、国論を二分するような問題で、政治家が有権者の支持を訴える上でも大きな争点となるような課題のことを指す表現です。

"wedge"とは楔（くさび）のことです。V字型の楔というものは木材などに打ち込んで固定するためのものだというイメージを持っていましたが、楔は木などを割る為に打ち込まれるものでもあります。

"wedge issue"の"wedge"は後者から来ているもののようです。
