walk and chew gum

バイデン新政権が発足して最初の試練かも知れません。

主にメキシコをはじめとする中南米からの不法移民が増加し、社会問題となっています。

移民問題についてはハリス副大統領に一任する考えをバイデン大統領が示したと報道されています。

U.S. President Joe Biden has selected Vice President Kamala Harris to take charge of one of the biggest issues confronting his administration in its early months — the flow of migrants arriving at the country’s southern border.  

“We’re going to be dealing with a full team now,” Biden said Wednesday. “I can’t think of nobody who was better qualified to do this,” he said, noting Harris’ past experience as the attorney general of California, a border state.

鳴り物入りの副大統領の手腕が試されることになります。

そのハリス氏の発言が引用されていますが、下記のようなくだりがあります。

“While we are clear that people should not come to the border now, we also understand that we will enforce the law. And also, because we can chew gum and walk at the same time, we must address the root causes that cause people to make the trek,” Harris said.

最初の部分は、不法移民はあくまで不法として取り締まる、ということだと思います。

続く部分、

we can chew gum and walk at the same time...

という部分が引っ掛かりました。

直訳すれば、「ガムを噛みながら歩く」ということになりますが、字義通りの意味ではなさそうだというのは明白です。

この表現は、

walk and chew gum (at the same time)

というもので、（先の引用とは順序が異なりますが）歩きながらガムを噛む、ということで、ふたつのことを同時に行う、という意味で用いられます。

記事のコンテクストに照らせば、不法移民を取り締まりながら、それと同時に、国境を越えようと考える人達がいるという根本原因にも対処する、ということだと思われます。

この「歩きながらガムを噛む」という行為には、同時に出来て当たり前なこと、という意味合いが出てくるので、否定文のコンテクストで使われると、（出来て当たり前のことなのに）同時に出来ない、無能である、不器用である、という含意もあるようです。

あまり用例は多くないのですが、コーパスから拾ってみました。

どちらかというと、ふたつのことを同時に行う、両立させるという意味での用法が多いようで、結構頻繁に用いられる表現のようです。
