米議会で、糖尿病治療薬であるインシュリンのコスト負担に月額の上限を設定する法案が可決された模様です。

700万人とも言われる糖尿病患者の薬剤費負担が社会問題となりつつある中での救済措置とも思われる立法ですが、果たして？

The House voted Thursday in favor of a bill to cap out-of-pocket costs on insulin at $35 a month, a policy Democrats hope will give them a concrete win to campaign on when they face voters in November as the rest of their health care agenda remains stalled.

実のところ、この立法は民主党議員の肝入りによるもので、今秋の選挙戦を見据えて成果をアピールするのが目的という指摘があります。有権者に阿る意図が見え透いているというところでしょうか。

また、患者負担に上限を設定というと聞こえは良いのですが、実際には製薬大手の価格設定には踏み込めていない、という批判が保険業界関係者から上がっています。

つまり、

ということなんですが、"giveaway"という単語に着目しましょう。

"giveaway"と聞いて思い浮かべるのは、タダで貰えるもの、景品、という意味です。

記事のコンテクストでも分からないでもありませんが、辞書を引いてみました。これ以外にも、うっかりと漏らしてしまうこと、といった意味があるのですが、これはあたりませんね。

ランダムハウス英和では、

（特定の階層・地域・州などだけに有利な）不公平税法（立法）

とあり、これが相当するのではないかと思われました。

つまり、今回の立法で笑うのは製薬業界だけ、保険会社にとっては（また恐らく被保険者にとっても）良いことはない、不公平な内容の法案だ、ということです。

"giveaway"のこのような意味はアメリカ英語特有のものなのか分かりませんが、辞書で確認できるのはランダムハウス英和とCollins Dictionaryのオンライン版（下記）くらいです。

American Heritage Dictionaryにも載っていませんでしたので、ちょっと珍しい用法の部類に入るのではないかと。
