米議会のSantos議員（共和党）については経歴詐称等の疑惑で議員としての資質が問われているという記事を以前も取り上げましたが、いよいよ辞職勧告の動きが本格的になってきたようです。

 

今日見かけた記事によれば、民主党側はSantos議員の辞職を求める動議を提出する予定だそうです。

 

 

Democrats are backing Republicans into a corner with a new resolution to expel embattled Representative George Santos from Congress.

 

Representative Robert Garcia, a California Democrat, introduced a privileged resolution to expel Santos, a New York Republican who last week was hit with a 13-count indictment that included seven counts of wire fraud, three counts of money laundering, one count of theft of public funds and two counts of making materially false statements to the House of Representatives.

今日取り上げたいのは、

 

 

a privileged resolution to expel Santos

 

 

というくだりで使われている“privileged”という単語です。

 

Santos議員に辞職を勧告する決議案（resolution）を修飾するこの“privileged”という形容詞を何と訳したものでしょうか。

 

同じ記事中、“privileged”がもう一度出てきます。

 

 

Because it is a privileged resolution, GOP House leadership will be required to schedule a procedural vote within two days. The resolution will at least trigger a procedural vote, according to Axios.

このくだりを読むと、“privileged resolution”とは評決を2日以内に取る必要があるということから、他の事案に先駆けて処理する必要がある、「優先」のような意味合いで使われているのだろうと想像されます。

 

“privilege”という名詞を学ぶのは高校英語くらいからでしょうか。特権、恩恵という日本語で暗記すると思いますが、社会的地位の高い人や一部金持ち、いわゆる特権階級に与えられる「特権」という意味合いが強い印象がありますね。

例えば国会議員の議会中の不逮捕特権なども“privilege”ではあるのですが、特権を与えるという動詞の“privilege”、またそこから派生した“privileged”という形容詞から“privileged resolution”を解釈しようとしたとき、「特権的決議案」はどうも意味が通じないと言いますか、何が言いたいのかよく分からないですね。

 

“privileged resolution”でグーグル検索すると以下のような米議会の規程がヒットします。

 

 

Other House rules make certain important subjects privileged so as to permit the daily order of business to be interrupted or even supplanted entirely for days at a time.

つまり、“privileged resolution”とは通常の審議等よりも優先して審議される重要なマターとして取り扱われるものだと解釈されます。

 

American Heritage Dictionaryでは、“privilege”の定義に、

 

 

1. To grant a privilege to.

2. To free or exempt.

3. To assign greater importance or priority to

 

 

とあり、3つ目の定義が今回当てはまるかと。

 

なお、“privileged”には秘密の、秘匿されるべき、という意味合いもあります。

このような“privileged”の意味合いも、特権、恩恵という丸暗記をしていては分からないですね。

 

つまり、“confidential”と同義なのですが、先日仕事の資料で

privileged & confidential

と表示があるのを見て定義を再確認した次第です。
